Uncertainty over legality of KAS Mains result, AP interviews

JAMMU, Mar 11: Unprecedented delay in constituting Jammu Kashmir Public Service Commission (JKPSC) has stalled ongoing process of recruitment for various gazetted positions and departmental promotions while uncertainty also looms large over the fate of KAS (2018) Mains result as well as the interviews conducted by the erstwhile Commission in first fortnight of November.
Winding up of JKPSC led to sudden postponement of the scheduled examinations of Secretariat Assistant Course, Revenue Services Executive, AE Electrical, AE Mechanical etc and also holding up results of KAS Probationers and Secretariat Foundation Course exams as well as pending interviews for the Medical Consultants and Assistant Professors.
Further, no DPC for the gazetted positions could be conducted by any department in the last four months as the same requires concurrence of the Public Service Commission.
As the Commission continues to remain non-functional since re-organisation of the erstwhile J&K State, thousands of aspirants, who have applied or appeared for various gazetted positions, are in deep distress because all results are held up while on the other hand there has been no initiation of process by the Government for constituting the premier recruitment body.
It may be recalled that the erstwhile JKPSC was closed down following the re-organization of Jammu and Kashmir State into the Union Territories of J&K and Ladakh. As per the J&K Reorganisation Act 2019, the JKPSC will continue to be recruiting agency for various posts in J&K UT while recruitments in Ladakh would be done by the Union Public Service Commission. Initially, therefore, there was some confusion over continuation of the erstwhile JKPSC, which also went ahead with conducting scheduled interviews for the posts of Assistant Professors in the Higher Education Department and Medical Consultants for the newly created Government Medical Colleges besides declaring KAS Mains (2018) results in first fortnight of last November month.
However, in third week of the November, the PSC was also wound up with no timeline for reconstituting the same and thus putting on hold scheduled examinations and results by the premier recruiting agency of the erstwhile State. The Commission Chairman and other members were relieved and deemed to have held office only till October 31, 2019.
Since the Chairman and other members of the erstwhile JKPSC deemed to have held office only till October 31, 2019, interviews for the posts of Assistant Professor and Medical Consultant are feared to have turned infructuous as the same were held when the Commission was legally not in force.
Similarly, uncertainty also looms large over the fate of KAS Mains (2018) result, which was too declared in first week of November when the erstwhile JKPSC was closed down.
Posts of Assistant Professors for various subjects were advertized by PSC in 2017 and after more than two and half years, the interviews were finally conducted by the Commission in the month of first week of November, 2019 for the subjects of Sociology, Clinical Bio chemistry, Music and Geography. Similarly, some interviews for the post of Medical Consultant in the Health and Medical Education Department were also conducted in first fortnight of November month before the PSC was wound up.
While the aggrieved candidates are running from pillar to post for early decision on the postponed exams and interviews, the Government seems to be in no hurry for constituting the first Public Service Commission of J&K Union Territory and hence no initiative in this regard was taken so far.
