MS, DyMS’ re-designation to increase PG seats
*JKAS officers promoted, order after LG’s approval

JAMMU, Apr 30: The Jammu and Kashmir Cabinet today cleared a number of proposals in its meeting held here this morning including grant of two percent DA, construction of three Grid Stations, sewerage and waste management projects, protection of the assets of Kashmiri migrants, changes in J&K Cooperative Societies Act, Cadre Review and Reorganization of Jal Shakti Department (JSD) and re-designation of Medical, Deputy and Assistant Medical Superintendents of the Government Medical Colleges (GMCs).
The meeting was chaired by Chief Minister Omar Abdullah. This was the last Cabinet meeting in Jammu before moving of the Civil Secretariat to the summer capital, Srinagar, for next six months.

“Chief Minister chaired a Cabinet meeting this morning in Jammu to consider key development initiatives and discuss governance priorities for the coming period”, office of CM said on X, without elaborating about the proposals approved in the meeting.
All Ministers and Chief Secretary Atal Dulloo attended the meeting. Next Cabinet meeting now will be held in Srinagar where the Civil Secretariat is scheduled to resume working on May 4.
The Cabinet cleared two pc DA for Government employees and pensioners raising it from 58 to 60 percent.
The decisions approved by the Cabinet will be sent to the Lieutenant Governor for approval.
Sources told the Excelsior that three new Grid Stations were cleared during the meeting. The Cadre Review and Reorganization of JSD have also been approved. New Recruitment Rules of the State Motor Garages (SMGs) too got the Cabinet nod.
Sources disclosed that the Cabinet has approved a proposal to unify “The Jammu & Kashmir Cooperative Societies Act” and “The Jammu & Kashmir Self-Reliant Cooperatives Act” into a single law. With this decision, instead of two separate laws, there will now be a single consolidated law governing cooperatives in the Union Territory.
The Cabinet has also cleared a proposal for the construction of a sewerage treatment plant in Baramulla and Rajouri respectively at an estimated cost of Rs 37 crore and Rs 24 core.
“The Cabinet cleared protection of certain assets of the Kashmiri migrants in Jammu, Changes in Jammu and Kashmir Cooperative Society Act were also approved,” the sources said.
They added that the Health and Medical Education Department’s proposal for re-designation of Medical Superintendents as Professors, Deputy Medical Superintendents as Associate Professors and Assistant Medical Superintendents as Assistant Professors also got the Cabinet nod. They will now be part of the Department of Hospital Administration which will result into increase in Post Graduate (PG) seats in the GMCs.
The regularization of Lecturers in the Education Department has also been approved by the Cabinet.
The promotion of Jammu and Kashmir Administrative Services (JKAS) officers in three ranks including Under Secretaries, Additional Secretaries and Special Secretaries, was also approved in the meeting but the orders will be issued only after approval by the Lieutenant Governor.
The Cabinet cleared the creation of supernumerary post of the District Judge.
It also approved creation of nine posts of District Ayush Officers (DAOs) in the Health and Medical Education Department by reducing 11 posts of the Medical Officers. Eight DAOs will be posted in the districts which were created in 2006-2007 (four each in Jammu and Kashmir divisions) and one in Pulwama district.
Various development works proposed by Public Works Department (PWD), Housing and Urban Development Department and Rural Development Department were also cleared by the Cabinet, the sources said.
It may be mentioned here that the Cabinet decisions are subject to approval of Lieutenant Governor Manoj Sinha.
