It is a healthy development that the New J&K UT Building By laws, Building Code – 2020 is coming into force shortly. The provision in the Code with regard to constructions along rivers and water bodies is more than welcome.
The twin cities of Jammu and Srinagar are witnessing huge constructions all along its water bodies.
There is unabated growth of construction all along the river Tawi- the life line of Jammu city. The encroached land not only shrunk the Tawi but the encroachers have turned it into a dust bin. It is not mere the rivers which get effected but the encroachers themselves become prone to floods. During last some years when the Tawi was in full spate, it washed away many buildings that had come up there.
Likewise the world famous Dal Lake too has witnessed tremendous illegal constructions over the last some decades which in turn have defaced its beauty and charm. Water bodies are essential component of our living, thereby they need to be preserved at any cost.

Refer news item ‘New J&K UT Building By-laws, Building Code-2020 coming into force shortly’ DE Nov 10, 2020. With the coming into effect, the New J&K UT Building By-laws, Building Code-2020, it is expected that Jammu and Srinagar would witness harmonious growth in conformity with laws. Otherwise there is unplanned mushrooming of colonies in these twin cities. These colonies, once they come up, lack civic amenities, and there are consequent problems to people. The two cities are at present witnessing horizontal and vertical growth at a rapid pace. During this phenomenon, it has been observed that people with influence or power flout building laws with impunity, while others are subjected to harassment, coercion and corruption. The laws should be equal for all, rather should favour the poor section of society.
The planned colonies not only make life easy by providing basic amenities like wide roads, electricity and water have facilities like recreational parks for children and old age people where they can enjoy and relax. These colonies also do not witness traffic congestion, blocked drains and lanes, pollution as is observed in unplanned colonies. The planned colonies also give an aesthetic look quite pleasing to the eyes.
The Government should implement these building laws with strictness, otherwise making laws and no implementation would serve no purpose.
