Borewell incidents

Sir,
There are many unfortunate incidents of young children falling in deep abandoned borewells in many parts of our country.Such incidents occur while the innocent children are  playing or walking near such borewells.In many such cases, the poor, innocent victims die a painful death because of the carelessness of the Government or  owners of the borewells.In many places, people dig deep borewells in their desperate search to find water in their land.But when they donot find water even after digging deep into the earth, they abandon these wells without bothering to cover them with cement slab or stones.This is how they become death traps for young children.Though the Government presses its men and machinery on the receipt of information of innocent children having been fallen into borewells, to rescue such trapped children,in many such incidents,the innocent and hapless victims die a painful death.Strict measures need to be taken to prevent such unfortunate incidents.
The Government ought to exercise control on digging of borewells.There is need to fix accountability and responsibility for such incidents.It must be made obligatory on the  owners of the borewells to cover the borewells with stones/concrete slabs to prevent such incidents and they should be heavily fined for their carelessness.The families of such children as die a painful death by falling into the borewell should also be provided adequate compensation for the loss of their dear children in such tragic incidents.
