JAMMU, May 20: In continuation of its programme and policies at national level to rejuvenate the party further in order to ensure more effective functioning of its establishment, the State unit of BJP has started giving practical shape to these important decisions taken by the Party at national level last year.
Following the party decision to construct office buildings at all district headquarters with modern facilities by the end of 2016, the State unit of BJP has started land acquisition process for the same.
According to party sources, while the new party offices for Jammu district, Jammu West district and Displaced district have been established at Pt. Prem Nath Dogra Bhawan Kachi Chawni with all modern facilities, the land has been already purchased for construction of party offices in Udhampur, Samba , Kathua, Srinagar and Poonch districts.
Sources said the land for Reasi district has also been identified and it will be acquired soon while for other district the identification of land for construction of party offices is in the process and efforts are underway to purchase it as early as possible so that the work can be started at least by this year.
However in Kashmir valley instead of opening the offices at all district headquarters, the party will construct office at Central Place in Capital City of Srinagar, sources said.
Sources said for Ladakh region also office will be constructed at Centrally located place Leh and the land for the same is being identified. The local leadership has been asked to identify the land in remaining district of Jammu and Leh, sources added.
The purchase of land for Rajouri, Ramban, Doda and Kishtwar districts is under process, he said, adding the local leadership in these districts is on the job and hopefully by the next month this process will also be completed.
The district offices will have separate media room, office bearers room, conference hall and meeting hall. In the districts where the land has been acquired for construction work will be started soon.
The BJP does not have its offices in 78 percent districts all over the country hence the party national president Amit Shah decided to construct its own office buildings at district, regional and State level also.
Sources said the party has prepared separate models for urban, rural and regional offices and on the basis of same construction will be done. The party will provide certain grant from the Central office for construction of offices at district headquarters and in States where BJP is in power, only 50 percent grants of the fixed construction cost will be given by the Central office, sources said.
Besides, separate account will be kept for the expenditure to be incurred out of this grant and expenditure will be made from the said amount, sources added.
Though party had fixed the target for purchase of land by end of last year and construction of offices by December 31 this year, the process has been delayed for certain reasons, sources said.
Moreover, the party has constituted a team at State level to monitor the construction of district offices project on regular basis. In J&K Parmodh Kaphai Party vice president is in charge for construction of offices.
The offices will have provision of video conferencing, audio bridge, fax, email, Xerox, audio -video recording and record keeping arrangements.
Sources said such a mechanism will be established for the frequency of meetings to be held through video conferencing, audio bridge and means of their utility. The system will be such that every programme at tehsil level and its structured report can be sent to State and higher level within 24 hours, sources added.
Sources said besides collection and compilation of details of photos and memories of veteran leaders from 1950 to 2015 and other source of information will be digitized.
The task of compilation / writing of local history of the party will be entrusted to a Karyakarta, who must own it and execute the same with authenticity and the history being created by the party will also be documented almost at the same time.
