JAMMU, Feb 24: Bharatiya Janata Party (BJP) Other Backward Classes(OBCs) Morcha led by its J&K president, Rashpal Verma met vice chairman National Commission for Backward Classes (NCBC), Dr. Lokesh Kumar Prajapati and submitted a memorandum to seek prompt redressal of various issues concerning the community.
Morcha vice-president Sajjad Hussain Kumar, Morcha general secretaries Kewal Krishan and Sukhjeet Singh, Morcha secretary Lakhan Pal Verma, Morcha district presidents Nitu Verma, Rashid Ahmed Ganai and others were present.
Morcha president, Rashpal Verma appreciated various concrete steps taken for the welfare of the OBCs community by the Prime Minister, Narendra Modi led Government. He said that there are also certain more issues concerning the community, for which he sought attention and consideration.
The memorandum demanded implementation of 27% reservation to OBC’s in Government job and admission to educational institutions in J&K as per the recommendations of Mandal Commission. But the Union Territory Government in its new reservation policy had neglected the genuine demand of OBC’s regarding 27% reservation.
It said there is immediate need to change the nomenclature from the OBCs like other States and UTs of the country. It further demanded extension of jurisdiction of National Backward Classes Commission to JKUT like other UTs of the country.
While giving Constitutional status to National Commission for Backward Classes on April 6, 2019, PM Modi quoted that OBCs in erstwhile J&K State have been deprived of their Constitutional and legitimate rights whose population is 11.4% (21 castes) as per the census report of 2011. Thereafter more than 10 castes have been included in OBCs categories and population at present is more than 20%.
According to the caste based census of 1931, the population of OBC’s in the erstwhile J&K State was more than 32%. This caste based census was also used by the Mandal Commission in 1980 and thereafter no caste based census has been conducted so far. The caste based census date was also mentioned in the minutes of the meeting of J&K State Advisory Board of Other Backward Classes under the chairmanship of its Chairman held on 17-10-2011 for the welfare and development of OBC’s. Therefore the demand for 27% reservation to OBCs is justified and genuine, the memorandum demanded.
All the members including Chairman should be from OBCs like other states and UTs, it demanded.
It also demanded political reservation to OBCs as there is no MLA, MP from OBC’s who could project the genuine demands of the big chunk of this section of society. It stressed on scrapping of all the reservation on the basis of backward area and language and issuance of one certificate of OBC instead of two viz OBC’s and OSC’s.
