Hill Council developments to have impact on KDA

JAMMU, May 16: With less than a week left for crucial Sub Committee meeting convened by the Union Ministry of Home Affairs (MHA) on the issues of Ladakh, none of the stakeholders including Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) have received any formal invitation for the talks including venue, timing and agenda etc.
LAB co-chairman Chering Dorjay Lakruk confirmed to the Excelsior that they are yet to receive any formal invitation for the talks though less than a week is left for the meeting which was scheduled for May 22.

Ahead of Union Home Minister Amit Shah’s two-day visit to the Union Territory of Ladakh on April 30 and May 1, Lieutenant Governor of Ladakh Vinai Kumar Saxena had announced that the Sub Committee meeting has been called on May 22. However, the LAB and KDA had demanded that the MHA should convene meeting of the High Powered Committee (HPC) which is headed by Union Minister of State for Home Nityanand Rai while the Sub Committee is chaired by senior officers of the MHA and UT Ladakh administration.
The LAB is presently without co-chairman following acceptance of resignation of senior Ladakhi leader and two-time MP Thupstan Chhewang from the post. The KDA is also without co-chairman as Qamar Ali Akhoon, who was holding the post, passed away some time back. Now, Chering Dorjay Lakruk is co-chairman of LAB while Asgar Ali Karbalai is co-chairman of KDA.
Split in NC and Congress unit of Kargil over rotation of power in Kargil Hill Development Council can also have an impact on the KDA as the Council Chairperson-cum-CEC Dr Mohd Jaffer Akhoon is also a member of both HPC and Sub Committee. Akhoon has refused to quit even after no-confidence motion moved against him by 16 Councilors of National Conference and Congress and has declared that he will prove majority on floor of the House.
The LAB and KDA have been agitating for past over five years demanding Statehood and Sixth Schedule status for Ladakh. The MHA has held several meetings of the HPC and Sub Committee in which decisions on domicile, reservation etc have been taken.
Sources said only once notice for May 22 meeting is issued; the things will be clear on the agenda.
