JAMMU, May 2: In a petition filed by Ghulam Din and others of village Kerni, who were forcibly shifted by the respondents in the year 2001 because of war like situation between India and Pakistan and even denied benefits of the Rehabilitation Scheme, High Court today issued bailable warrants against Deputy Commissioner Poonch.
In the petition, it has been submitted that the Union of India provided sufficient funds to the State Government for rehabilitation of border dwellers including the inhabitants of village Kerni.
Under the Rehabilitation Scheme each family was held entitled to Rs 1 lakh and one plot of land measuring seven marlas. Some of the petitioners were paid Rs 50,000 out of Rs 1 lakh including plots of land while some of the petitioners were allotted plot of land only. Some of them were neither paid the cash nor the respondents allotted plots to them.
After hearing Ghulam Din in person, Justice Tashi Rabstan observed that vide order dated March 24, 2014 Deputy Commissioner Poonch was granted four weeks time for filing reply as well as for production of the records.
“As per the noting of Registry, reply had not been filed neither counsel nor Deputy Commissioner Poonch present in person which shows that Deputy Commissioner Poonch is taking very casual approach of the orders passed by the Court”, Justice Rabstan said and issued bailable warrants against Deputy Commissioner Poonch to the tune of Rs 10,000. The warrants were sent to SSP Poonch for execution.
