JAMMU, Oct 9: Former Deputy Chief Minister and senior BJP leader, Kavinder Gupta today said that the Back to Village (B2V3) programme has been initiated by the Government with an aim to provide governance at the doorsteps of the rural populace.
While interacting with people here , the former Deputy Chief Minister said that the public outreach campaign would be more intense than the earlier phase as it focuses on empowering Panchayats, follow up of B2V2, 100 per cent coverage of beneficiary oriented schemes and doubling income of rural people by giving more impetus to the rural economy. He asserted the developmental thrust is on provisioning assured basic facilities for the rural masses by filling the infrastructural gap for smooth and effective delivery of public services.
“The Government has assigned thousands of gazetted and Directorate Level officers to take the first-hand appraisal reports at the grassroots level about the developmental works. The officers shall prepare a report card and critical gap analysis at the end of their visit to a village on a pre-circulated format,” he said, adding that this exercise will connect administration to grassroots.
“One of the primary objectives of the B2V-3 which represents institutionalization of ‘Back to Village’ programme, is to handhold the Panchayats and to assist them wherever they face any impediments in using the funds devolved for development based on local priorities to further strengthen grassroots democracy and participatory development,” the former Deputy Chief Minister said.
Gupta said the programmme has also involved people of the UT and Government officials in a joint effort to deliver the mission of equitable development across all our rural areas. He added the feedback so obtained will help the Government in needs assessment and subsequently to tailor the various Central and UT Government schemes/programmes in improving delivery of village-specific services and making the village life better in terms improved amenities and economic upliftment.
Kavinder said that Government under the leadership of Prime Minister, Narendra Modi is committed to establish a vibrant and effective Panchayati Raj system in the Union Territories (UTs) of J&K and Ladakh, by decentralising power at grass-root level.
