We, the people of Jammu and Kashmir, suffered premature dissolution of democratically elected coalition Government of PDP +BJP owing to political compulsions of BJP. Subsequent to it, the state was brought under Governor rule to cope up with political vacuum so created. The imposition of Governor Rule being a temporary constitutional measure generally serves an alternate to an elected Government. The unwelcome change over however brought a ray of hope for innocent voters whose mandate was out rightly misused by their own representatives and it resulted in loss of effective governance for almost three years. The then Governor of Jammu and Kashmir took over reign of government wef 20 Jun 2018 and appointed a council of advisors to carry out normal functions of the Government. It no doubt raised the hope of people initially but change of Governor and subsequent imposition of President Rule rather than holding Legislative Assembly elections, within six months as desired by the Constitution of the State/India, unfolded hidden agenda of central dispensation against the will of general masses. It conveyed beyond doubt that deferred democracy in the state of Jammu and Kashmir apparently forms part of a larger design that leaves people helpless and creates an administrative vacuum hurting interest of the state at large. Administrative machinery of the State remains confined to the air-conditioned offices and the progress of work on the ongoing projects undertaken to enhance the state welfare is moving at snail’s pace. The dilapidated condition of roads in the ruler area speaks volume about the functioning of the state Administration. A large portion of hilly area of Jammu Province is suffering scarcity of drinking water and erratic supply of electricity throughout the state needs no mention.
We expect an apolitical person to occupy the office of Governor of Jammu and Kashmir especially at a juncture when the state is passing through a difficult time both constitutionally and security wise. We also make an earnest request to Election Commission of India to rise to the occasion and hold legislative elections in the state without any further delay to restore our democratic right.
