50 pc posts to be filled from direct quota, rest by promotions

JAMMU, May 10: Within days of the announcement of five new districts in the Union Territory of Ladakh, the Ladakh Subordinate Administrative Services (LSAS) is also expected to take the shape soon with Union Public Services Commission (UPSC) to finalize the recruitment rules and selection process.
There have been nearly 1200 vacancies in the Gazetted cadre in the UT of Ladakh which are expected to go up with creation of five new districts. Earlier, there were only two districts in Ladakh but the number has now gone up to seven.
Official sources told the Excelsior that the LSAS is now in the final stage of becoming a reality after nearly six and half years of Ladakh becoming a UT.
The UT administration has sent a detailed note to the Union Ministry of Home Affairs (MHA) last week mentioning details for creation of the LSAS including number of vacancies, finalization of recruitment rules and the UPSC as the agency to conduct exams for the UT’s own administrative services.
“The UT administration has mentioned that 50 percent posts in the Gazetted cadre will be filled through the UPSC directly and 50 percent through promotion quota from the feeding services,’’ the sources said, adding that the recruitment rules will be framed by the UPSC following nod from the MHA.
The recruitment for the LSAS will be made within the domicile and reservation framework of Ladakh.
Ladakh became the UT on August 5, 2019 after being bifurcation from erstwhile State of Jammu and Kashmir and since then the LSAS remained a dream. A number of officers from Jammu and Kashmir including JKAS, JKPS and other services have been posted in the UT of Ladakh on deputation basis.
Various political parties and other organizations including youth bodies had been stressing for immediate creation of LSAS, advertisement and filling up of posts. However, with over six and half years without the LSAS, many youth have turned over-aged and they have already demanded age relaxation as the delay has been caused by the administration.
Sources said an announcement on creation of the LSAS is expected anytime soon by the MHA now.
With creation of five new districts, the sources said, more posts of LSAS and other gazetted cadre are expected to be created.
It may be mentioned here that the MHA has proposed Sub Committee meeting on Ladakh, in New Delhi on May 22. The meeting was announced ahead of Union Home Minister Amit Shah’s visit to Leh on April 30 and May 1.
However, the Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA), which have been agitating for Statehood and Sixth Schedule status for Ladakh had insisted on convening the High Powered Committee (HPC) meeting which is chaired by Union Minister of State for Home Nityanand Rai. Last meeting of the HPC was held on February 4.
The Sub Committee meeting is chaired by senior officers from the MHA and UT of Ladakh.
