JAMMU, Apr 20: Additional District Magistrate, Kishtwar today lodged a complaint with Election Commission of India against SP Kishtwar for misbehaving with him and hindering election process.
In a communiqué to the Election Commission, Additional District Magistrate, Mohd Haneef, who is also Assistant Returning Officer for Kishtwar Assembly Segment, said, “I was collecting EVMs and other documents at Collection Centre, ITI Kishtwar when a Polling Officer deputed in Dacchan area came with the last EVM. When asked about important documents like Polling Officer Diary, Form 17C, he informed that the same were in the possession of Presiding Officer, who had been left at Dacchan Polling Station”.
“On this I immediately reached the airport along with other staff and communicated to the pilot the whole episode. In the meanwhile, District Superintendent of Police, Sanjay Kotwal, misbehaved with me in front of everyone and used unparliamentary language”, the Additional District Magistrate said in the complaint, adding “the SP even threatened to put me behind the bars. However, I didn’t react and decided to bring the whole episode to the notice of higher authorities”.
“The District SP must be reminded of his powers, which he is using beyond his jurisdiction”, the ADM requested the Election Commission and said, “action under law be initiated against SP to restore the integrity of the Magistrate in one of the sensitive districts of the country”.
Meanwhile, District Election Officer, Kishtwar clarified that letter of ARO to ECI doesn’t merit any action at this stage.
