JAMMU, Sept 3: A deputation of Hot Mix Plant Holders Association met Advisor KK Sharma and submitted the memorandum regarding non-payment of their work done bills for the year 2016-17, 2017- 18 and 2018-19.
The deputation was led by Sham Singh Jamwal, Association President along with Vice President Naresh Sharma, General Secretary Vinod Kohli, Members Subash Singh Jamwal, Satish Singh Jamwal, Jasbir Singh and other members of the association.
Jamwal said that due to non-payment of their outstanding bills for the last three years all the members are facing financial hardships as they have incurred expenditure out of their personal saving and borrowing loans from the banks with this hope that they would get the payments of their work done bills as per the old practice.
He further stated that such situation regarding non-payment of the bills never experienced in such a manner as being experienced these days. He further said the contractors have purchased all the material like Bitumen, Bajri etc required to upgradation of roads from their own resources for carry out developmental works and due to non-payment they all are at the verge of bankruptcy.
“On the one hand the present Government is claiming that every effort is being made to encourage the businessmen to start new business in the State but on the other hand the people who already invested huge amount from their own resources are not being timely paid for the works done”, he stated.
In the memorandum, the Association stated that even the process for presentation of the Budget for the financial year 2020-21 has already been initiated but though the budget for the financial year 2019-20 was approved by the State Administrative Council headed by the Governor in December 2018 to enable the concerned departments to incur expenditure immediately after commencement of the current financial year, yet the payments have not been released for the work done despite the facts that they have run from the pillar to post to get their legitimate claims but nothing fruitful emerged.
It was also informed by Jamwal that Rs 33 crore (Approx) worth PMDP has been revalidated by GOI but the same has not been released so far.
The association members also submitted that due to non-payment of their dues the pace of developmental works in the entire region has been badly affected resulting resentment among the people.
