JAMMU, Feb 20: By expunging false entries changing the State land to private land of 900 kanals at Revenue village Logate in tehsil and district Kathua, the District administration Kathua has saved approximately Rs 50 crore of State exchequer.
Now the said chunk of land will be transferred to Industries and Commerce Department for establishment of Industrial Estate by SICOP without paying any compensation to private parties, which were exerting a lot of pressure on the District administration to issue award and pay them compensation against the land by manipulating the Revenue records.
The State land was retrieved from the alleged encroachers by the District administration, led by outgoing Deputy Commission Kathua, Rohit Khajuria, who is learnt to have informed about the same to Divisional Commissioner Jammu through an official communiqué.
The manipulation of Revenue record was detected when the Draft Award was under preparation after completion of the land acquisition proceedings, which were initiated in January last year. During thorough examination of the Revenue record by Addl DC Kathua, it was found that the land in question was recorded as State with description as Sri-Sarkar Daulat Madar in the RoR of 1979-80 BK and therefore the same land in Jamabandi record of 2001-2002 BK is recorded as Shamlat Deh, Hasab-e-Rasad Khewat. However, no formal Government order in any form or Mutation order could be traced, whereby the interested persons have been recorded as Maqbooza Malkan in the Jamabandi and Khasra Girdwari registers of the subject land, which was earlier State in the RoR of 1979-80 BK.
Observing that there seems to be a case of manipulation and deceit, then DC Kathua Rohit Khajuria, in his communiqué to the Divisional Commission Jammu has said, “It is very strange that same land, which was earlier a State land has been recorded as Shamlat Deh, without any formal order subsequently, and further the same land has been shown as a Maqbooza Malkan, without reference to any Government order”.
