Deptt-wise deliverables identified; 100 offices to be inspected

JAMMU, Nov 25: Government of Union Territory of Jammu and Kashmir is going to conduct Second Phase of My Town My Pride on December 5 and 6 while as preparatory phase-Jan Abhiyan with focus on youth, skills, self-employment, good governance along with Nasha Mukt and Rozgar Yukt J&K will be observed from November 28 to December 4.
EXCELSIOR in its edition dated November 8 had exclusively reported that after successful completion of Back to Village 4, the Government has decided to conduct My Town My Pride in all the 78 Urban Local Bodies (Municipal Councils and Municipal Committees) and the Housing and Urban Development Department has been asked to make necessary arrangements in this regard so as to make this programme a grand success.
For the Second Phase of My Town My Pride and Jan Abhiyan, the Government has identified the department-wise deliverables with the direction to submit daily progress reports to the Planning, Development and Monitoring Department for compilation of comprehensive report to be submitted to the Chief Secretary by January 15, 2023.
As far as deliverables/tasks for My Town My Pride are concerned, the Housing and Urban Development Department has been asked to submit complete report of the programme including the achievements, shortcomings, if any and propose way forward. Further, the department has been asked to ensure that booklets of My Town My Pride are uploaded by the visiting officers in digital format by December 14.
Similarly, Planning, Development and Monitoring Department has been told to submit a detailed report on the overall achievement of deliverables and quantitative targets achieved, develop an Urban Development Index in consultation with the Housing and Urban Development Department within a month and rank all the Urban Local Bodies on the index.
All the banks have been directed to submit a detailed report on the overall achievement of self-employment targets, ensure that all new cases are processed and disposed off within one month and organize a function after one month to handover sanction and disbursement letters to the candidates.
The Government has also directed all the Deputy Commissioners to review responses from My Town My Pride booklets with special reference to demands and complaints and draw out an Action Taken Report. They will also forward all administrative department level issues and policy issues to the concerned department and submit all local and district level issues to the Planning Department within one month.
The Deputy Commissioners have further been asked that all local and district level issues must be positively resolved within a month’s time and if any of the demands involve financial implications, the same be got included in the CAPEX Plan/Centrally Sponsored Scheme.
About the Jan Abhiyan, the Government has ordered that every department shall decide at least one tangible deliverable to be achieved during the preparatory phase and these could be saturation of a scheme, complete implementation of project, de-bottlenecking of a major initiative, kick starting a new initiative or major project etc.
Similarly, the Administrative Secretaries have been told by the Government to firm up the deliverables to be achieved and monitor the tangible progress achieved during the Abhiyan. Further, they have been told to draw up a tour schedule for the departmental heads and other senior officers during the Abhiyan. Moreover, the Secretaries will visit at least 2-3 districts during the period personally.
About the deliverables to be achieved by the respective departments during the Jan Abhiyan, the Housing and Urban Development Department will conduct awareness camps for saturation of all schemes-Housing for All/PMAY-U, Deen Dayal Antodaya Yojna, Self Employment Programme etc while as Information Technology Department will popularize all 225 online services, conduct awareness, information and education about BEAMS, Jan Bhagidari etc to be spread through demonstrations and provide assistance to citizens in enrolment for user services-Golden Cards, Domiciles, UDID etc.
The Finance Department will ensure registration of at least five youth in each ward of the Urban Local Body under any scheme for self-employment, set up counters through the banks at ULB level for verification, sanctioning, disbursement of cases and accepting fresh applications and ensure Aadhaar seeding of all individual beneficiary schemes.
The Revenue Department will conduct awareness campaigns for Aapki Zamin Aapki Nigrani, Patwar Khanas to notify information and timings, complete pending inheritance mutations and generate land passbooks for undisputed entries. The Tourism Department will identify 20 bed capacity homestays per town, identify tourist sites/sports etc.
The School Education Department will identify all out of school children and hold parents-teachers meetings in all schools of Urban Local Bodies while as Higher Education Department will introduce 30 credit skill courses in 50 degree colleges, introduce research under NEP in 30 degree colleges and obtain feed-back of one lakh students of degree colleges across the UT.
Similarly, deliverables have been fixed for all other departments.
The Planning, Development and Monitoring Department has been directed to coordinate the exercise by compiling the department-wise daily progress report and forward it to the office of Chief Secretary and submit a detailed and comprehensive report on January 15, 2023 to the Chief Secretary.
Meanwhile, the ARI and Trainings Department has constituted inspection teams to conduct inspection of 100 offices at city/town level for evaluating quality of work, grievance disposal, record keeping and inventory management under Second Phase of My Town My Pride with effect from November 28 to December 4 in various Government offices of the Union Territory.
