2nd phase of ‘Back to Village’ prog commences across J&K

SRINAGAR, Nov 25: The second phase of Government’s flagship ‘Back to Village’ (B2V2) outreach programme aimed to provide governance at the doorsteps of the rural populace and to enlist community participation commenced across the Jammu and Kashmir today.
The week-long public outreach campaign would be more intense than the earlier phase as it shall mainly focus on empowering Panchayats, follow up of B2V1, 100 per cent coverage of beneficiary oriented schemes and doubling income of rural people by giving more impetus to the rural economy.
The programme will see more than 5000 gazetted officers and 657 UT and Directorate Level officers visit their assigned Panchayats to receive the first-hand appraisal reports at the grassroots level about the developmental works. The officers shall prepare a report card and critical gap analysis at the end of their 2-day visit to a village on a pre-circulated format.
Lieutenant Governor, Advisors, Chief Secretary and other senior officers will be visiting various Halqa Panchayats in both Kashmir and Jammu Divisions between 25th of November and 30th November, 2019.
One of the primary objectives of the B2V-2, which represents institutionalization of ‘Back to Village’ programme, is to handhold the Panchayats and to assist them wherever they face any impediments in using the funds devolved for development based on local priorities to further strengthen grassroots democracy and participatory development.
The programme will also assess the progress of resolution of priority issues of a Panchayat for which Rs 5 Crore have already been released to each District. Emphasis will also be laid on creating awareness in the Apple Districts of Kashmir Division during the Programme about the Special Market Intervention Price Scheme for procurement of Apple crop.
Every line department has been assigned a specific role to play during this government initiative and the frontline workers of each department shall proactively participate in this unique effort to energize Panchayats to realize a total transformation in the rural profile.
The week-long activity will primarily witness Government-public interactions, inaugurations of development works, awareness programmes on welfare schemes and effects of Single-use plastic, convening of Gram Sabhas, public grievances redressal camps besides seeking public suggestions and feedback.
In Khonmoh on the sidelines of the Back to Village proceedings the District Development Commissioner Srinagar Dr Shahid Iqbal Choudhary chaired a public grievance redressal camp which witnessed large public participation and high hopes for redressal of grievances.
The camp was a part of the district administration’s public outreach initiative and was aimed at reaching out to the public of this remote area in efforts to address their developmental concerns and resolve longstanding issues of the population there.
In Jammu, Additional Secretary Finance, Dr Syed Abid Rashid Shah today urged people to participate in ‘Back to Village’ programme as the initiative would bring transparency and accountability in day-to-day governance.
He made the remarks during his interaction with the people at Malik Market Gram Panchayat (GP) while inspecting several ongoing developmental works in the Panchayat.
Dr Abid, who was a visiting officer at the GP as part of ‘Back to Village-II’ programme, held on-spot inspections and took stock of the ongoing works in the GP. He also inspected progress on flood protection project in the area being executed by R&B Department.
He also visited Government Primary School Bilal Colony, Channi Rama where Dr Shah announced that an additional block would be constructed for which foundation stone will be laid soon.
While touring different areas of the GP, the visiting officer interacted with people who apprised him of various grievances and issues pertaining to sanitation, lifting of garbage, portable drinking water facility and other developmental issues. During his tour, he also visited several local Anganwari centers, schools, Fair Price shops and other offices to take stock of their working.
Later in the evening, a cultural show featuring folk and Dogri songs and Nukkad on B2V, Beti Bachao Beti Padhao, Swachh Bharat Mission and other schemes of Government was presented by the artists of Directorate of Information and Public Relations’ Cultural Wing Jammu.
As many as 136 Visiting Officers today reached the allotted Panchayats here across Kishtwar district to conduct various activities under “Back to Village Programme -2” (B2V-2).
District Development Commissioner, Angrez Singh Rana, informed that a total 136 Officers including 17 officers of the District have been deployed to 136 Panchayts of district Kishtwar to review the developmental requirements and listen to the issues of locals .
He added that 28 officers have flown to far flung and cut off areas like Marwah, Warwan and Dachhan through helicopters.
Government’s unique initiative ‘Back 2 village’ phase II began across 100 Panchayats of Rajouri district witnessing diverse range of activities involving Visiting Officers, PRIs and the public.
On day one, the officers read out the charter of fundamental duties and initiated their assigned task.
The people projected various demands and issues before the officers including improvement in drinking water supply, unscheduled power cuts, low voltage, enrollment of farmers in PM Kisan scheme, electrical poles, repair of damaged roads, old age pension etc.
The visiting officers inspected several development works in these panchayats including PHCs, water supply schemes and traditional water bodies. They inspected the mid day meal scheme and checked the meal being served to the students besides visiting Anagwandi centres to check availability and quality of ration there. The officers also inaugurated number of development works like culverts, Fish farms, connecting paths and bridges.
Visits to local government institutions and assets, exhaustive public interactions besides feedback on the outcome of B2V-1 today marked the beginning of second phase of Back to Village programme across Ramban district.
The visiting officers, inspected the working of local schools, health institutions, AWCs, Banks and government assets besides holding interactions with the representatives of PRIs, frontline workers of different departments and prominent citizens to discuss and deliberate upon the core issues of 68 Panchayats of block Banihal, Khari, Ukhral and Ramsoo in two Block of the district.
District Development Commissioner, Nazim Zai Khan, inaugurated “Back to Village” phase-II programme at Panchyat Zinhaal of block Banihal besides visiting various panchyats of different blocks of the district.
DDC had feedback regarding the implementation of 1st phase of “Back to Village” programme.
The Visiting officers educated the people about GPDP booklet and 14FC Plan besides checking purchase record registers for MDM and ICDS during their visits to the Anganwari Centers.
The ambitious Back to Village phase II today commenced in Doda with the designated officers visiting 79 panchayats on day 1 of the programme.
The Visiting Officers convened Gram Sabhas in their assigned Panchayats and deliberated upon several issues concerning the development and welfare of rural populace. They had a detailed feedback about the phase I of the Back to Village programme.
The visiting officers unveiled Public information board to the public and readout the charter of fundamental duties. The report card of B2V-1 and critical gap analysis report was also discussed. They distributed information flyers among the participants on individual beneficiary schemes, issued job card, inaugurated PMAY houses.
As a part of government’s initiative “Back to Village”, the second phase of this unique initiative began in Udhampur today in 106 panchayats across the district.
Visiting officers interacted with the PRIs and prominent citizens at allocated panchayats of the district.
PRIs and local people projected several demands besides highlighting their problems including adequate power and water supply, medicare, road connectivity especially internal roads, inclusion of left out beneficiaries under Ayushman Bharat, school up gradation, release of pending payments under MGNREGA etc.
DDC also visited Panchayat Chak Rakhwalan and interacted with the visiting officer, PRIs. He also inspected the progress on works being executed under prestigious project Jeevika.
To take governance at the doorsteps of the people, the Government`s initiative Back to Village-2 was today set in motion across 72 Panchayats of seven blocks of district Kathua.
Interacting with the people during a Gram Sabha at Bani village, District Development Commissioner, OP Bhagat said that the first phase of the programme was focused on collecting feedback and assessing needs, while the second phase intends to look more closely at the task of empowering, energizing and institutionalizing the functioning of PRIs in association with Panchs and Sarpanchs.
In all the blocks where the programme was rolled out, the visiting officer read out the charter of Fundamental Duties, discussed B2V1 report card, critical gap analysis report and obtained feedback on follow up of B2V1 activities.
The officers also unveiled the GPDP booklet, 14th FC plan booklet in the Gram Sabha. They also inspected the purchase record register for MDM and ICDS besides pass books of 14th FC, MDM, ICDS and Panchayat`s own resources.
The DDC announced Rs. 15 lakh for Solid Waste Management during the B2V2 programme at Bani and assured locals that Video Conferencing facility would be soon established for facilitating Government activities in the area.
Commissioner Secretary to Govt., PDD, Hirdesh Kumar, District Employment Officer, D C Bhatti, Dy. Conservator of Forest, Rahul Singh, Director Finance, Suresh Koul were among the designated officers who launched this initiative in the allotted panchayats.
Back to Village-2 started across Gram Panchayats of Reasi district today with visiting officers holding meetings and touring their allotted Gram Panchayats.
A string of activities marked the day which included Gram Sabhas, inspection of local schools and other government infrastructure.
The district administration has planned a range of novel activities for B2V2, notably among which is establishment of ‘Rural Haats’. One or more Rural Haats, village markets, have been set up in all blocks where locals can sell their produce thereby promoting inter village trade.
Among the visiting officers, Joint Director Subhash Chander dedicated a public toilet complex to people of panchayat Mari A of Reasi block. Similarly Vice Chairman, JDA, Vikas Sharma held gram sabha at panchayat Panthal of block Panthal.
Back to Village Phase II Programme was launched in 101 Panchayats of district samba with the visiting officers participating in various Gram Sabhas to receive feedback from the villagers with regard to their developmental issues.
District Development Commissioner, Rohit Khajuria, along with Chief Planning Officer and team of officers participated in various Gram Sabhas, interacted with the people, distributed incentives among rural beneficiaries.
Additional Deputy Commissioner Samba, SDM Vijaypur and SDM Ghagwal participated in Gram Sabhas in their respective areas.
The DDC participated in the Gram Sabha at village Daini, Plura, Mawa, Snoora, Rakh Amb in Ghagwal, Rajpura and Samba blocks. He inspected various stalls installed by line departments in the panchayats and exhorted to disseminate information to all the locals realising the objective of governance at doorstep.
The second phase of ambitious flagship programme ‘Back to Village’ began in Poonch today with the designated officers performing slew of activities in 72 panchayats of the district.
The first day of B2V2 witnessed the designated officers holding meetings with representatives of panchayats and different departments besides conducting public interactions in their assigned panchayats.
The designated officers, while interacting with the local people, had feedback on status of issues taken up during phase I of B2V programme. They apprised the people of different government initiatives and welfare schemes meant for socio-economic empowerment of rural areas.
Deputy Commissioner Poonch visited various panchayats including Khanater Kalsan, Chaktroo, Sawjian, Gali Maidan and Chamber Kanari and participated in the proceedings of B2V2 program.
Deputy Commissioner Baramulla Dr G N Itoo today formally launched the second phase of ‘Back to Village’ (B2V2) programme in the district by planting a Deodar sapling and distributed financial assistance among beneficiaries.
The Deputy Commissioner planted the Sapling in the premises of Government Higher Secondary Dangiwacha, Rafiabad and distributed Rs 20.02 lakh among 272 building and other construction workers as financial assistance.
He also distributed LPG Chullas among the identified beneficiaries besides sports kits and commendation certificates among the youth. He also handed over sports items to some Sarpanchs for its distribution among the youths in their respective halqas.
On the inaugural day of B2V2, Dr Itoo also inspected stalls of various departments viz Horticulture, Agriculture, Social Welfare, Health, Education, and J&K Bank which highlighted various flagship programmes and schemes.
‘Back to Village’ Phase II (B2V2) programme commenced in 126 Panchayat Halqas of 07 blocks of Vessu, Qazigund, Shahabad, Verinag, Hiller, Breng and Larnoo in district Anantnag.
The Director Finance, Imtiyaz Ahmad Wani visited Panchayat Halqa Omoh, ADDC Kulgam, Reyaz Ahmad Sofi visited Thamankoot Panchayat Halqa and other senior officers from various departments went to their designated Panchayat Halqas of Larkipora-B, Vessu-B, Dreyan, Dalwatch and other Panchayat Halqas of the district. The visiting officers interacted with the general public, PRIs, civil society members, prominent citizens, members of Auqaf Committees, students and heard their grievances and suggestions with regard to the development of the villages including development of the basic infrastructure and amenities.
The participants put forth various demands relating to Power supply, Water supply, banking facilities, installation of transformers, construction of approach roads, supply of HT/LT, polls and de-silting of Irrigation Lands etc.
The DDC Anantnag, Khalid Jahangir also visited GHSS Vessu and GDC Levdora were “B2V2” programme of Panzath-B Panchayat Halqa and Panchayat Halqa of Levdora, Qazigund were conducted.
Secretary, Youth Services & Sports, Sarmad Hafeez today laid foundation stones for construction of public amusement park and footbridge for playground at Wathura Block of Chadoora during his visit to Budgam district as visiting officer under the second phase of ‘Back to Village’ (B2V2) programme which started from today.
District Development Commissioner, Budgam, Tariq Hussain Ganaie along with other senior officers was also present on the occasion.
On the first day of the B2V2 programme, as many as 87 Panchayat halqas of various Blocks in Budgam were covered.
The Secretary interacted with the locals, Panchayat members and other respectable citizens at Wathoora and listened to their demands and grievances.
The second phase of ‘Back to Village’ (B2V2) programme got kicked off today in 51 Panchayats of Bandipora district during which visiting officers interacted with the people at their doorsteps to assess their developmental needs.
The visiting officers who visited their respective assigned Panchayats include Director Finance Mohammad Ayoub Nasir, Director Sheep Husbandry Abdul Salam Mir, Director Horticulture Aijaz Ahmad Bhat, Special Secretary Majid Khalil Ahmad Drabu and ADC Shopian Abdul Aziz Sheikh.
The villages wore a festive look as Panchayats and other Government buildings were decorated while locals thronged their respective Panchayats to interact with the visiting officers.
The second phase of public outreach ‘Back to Village’ (B2V2) programme commenced Kulgam all across the district Kulgam today.
On the inaugural day, District Development Commissioner Kulgam, Showkat Aijaz Bhat visited several hilly areas of Noorabad in the district and met various public deputations. He urged the people to raise their issues and demands with the visiting officers under the programme.
It was given out that the programme will be completed in three phases and under the first phase 53 Panchayats shall be covered.
It was informed that under ‘Back to Village’ phase-1, more than 1000 works were identified and work on those projects is going on in full swing and will be completed within the stipulated time.
“Back to Village” Phase II Programme (B2V2) was launched in 120 Panchayats of District Kupwara today wherein visiting officers together with assisting staff of District Administration participated in the Gram Sabhas and received feedback from the villagers with regard to their developmental issues.
The District Development Commissioner (DDC), Anshul Garg, along with Joint Director Planning and team of officers participated in various Gram Sabhas, interacted with people and distributed various incentives among rural beneficiaries.
Additional Deputy Commissioner (ADC) Handwara, ACD Kupwara, SDM Karnah and SDM Lolab participated in Gram Sabhas in their respective areas.
The DDC participated in the Gram Sabha Batergam, Dudwan, Aallichizab, Poshpora, Karihama,Villgam and Drugmulla and distributed school uniforms among 170 students, hearing aids and sticks among old aged persons at Batergam and Karihama.

On the inaugural day, District Development Commissioner, Dr Raghav Langer visited Ladoo where he interacted with the locals who apprised him about the demands and issues projected during the B2V2. They also raised the demands regarding day to day matters pertaining to uninterrupted electricity, inadequate water supply, macdamization and repairment of roads, construction of lanes and drains, up gradation of School, better health and improvement in power transmission lines, repairs of damaged transformers and other issues.
”Back To Village” Programme (B2V2) was started today in 9 blocks of the district Shopian today.
As many as 28 visiting officials were nominated for conducting the programme. Assisting staff were deputed with the visiting officers to assist them during the programme in the first phase of B2V2. The officers will cover 28 Panchayat Halqas.
On the occasion, individuals and deputations from various areas put fourth various developmental issues which include footbridge, installation of electric poles, upgradation of schools, better road connectivity, macadamization of roads and link roads, health centres, irrigation facilities, pending works of the areas, streets lights, repairs of lanes and drains etc. They also raised the issue related to damage of orchards due to recent snowfall in the district.
The major programmes were held at Zainapora, Balpora, Devipora, Barbugh, Keller and Kanjillura where designated officers held interaction with the public and representatives of Panchayati Raj Institutions.
District Development Commissioner Shopian, Chaudhary Mohammad Yasin laid foundation stone of 1×45 mtr span single lane truss Girder Bridge over Nallah Rambiara at Wachi Shopian coming up under an estimated cost of Rs 3.11 crore which will facilitate 20000 souls of the area.
The second phase of flagship programme ‘Back to Village’ (B2V2) was today launched in 39 Panchayat Halqas across district Ganderbal .
On the inaugural day, the designated officers visited their allotted Panchayats where they assessed the development needs of rural areas besides held public intersections to disseminate awareness regarding government schemes.
Secretary Culture and Technical Education, Zubair Ahmad (Visiting Officer) inaugurated New Type Primary Health Centre constructed at the cost of Rs 172.47 lakh in presence of DDC Ganderbal, CPO and CMO at Gratabal Safapora.
After inaugurating the NTPHC, the Secretary visited various units of the Health Centre including OPD, Emergency ward, Dispensary, Injection Room, Drug store, etc and suggested the CMO to deploy one Gynecologist once a week for the NTPHC which was the pressing demand of locals.
Secretary RDD Sheetal Nanda, who is Visiting Officer to Gaganger, Block Gund interacted with the PRIs and prominent citizens enquiring them about the status of development works in the area besides took stock of area specific needs.
