Srinagar, June 15: Government today revealed that 24300 kanals of land was allotted to displaced person (DPs) of 1947 including Chhamb DPs of 1965 and 1971 and absolute ownership of land allotted to PoK DPs of 1947 was granted.
In a written reply to a question of MLA Rajiv Jasrotia in Lower House, Minister in charge Relief and Rehabilitation said in the wake of partition of the country in 1947, 31619 families from Pakistan occupied Kashmir (PoK) migrated to this side of border. Out of these 26319 families settled within the J&K while as, 5300 families opted to settle outside the State.
The Minister stated that the DPs of 1947 from PoK who are registered as Rural DPs were provided cash assistance of Rs. 1000 per family. “In order to rehabilitate them Government provided families residing in rural areas 4 acres of wet land or 6 acres of dry land per units of family irrespective of size/ strength of family,” said the Minister.
“In this way about 680850 kanals of EP land and 243000 kanals of State land was allotted to them including the Chhamb DPs of 1965 and 1971 and absolute ownership in respect of State land allotted to PoK DPs of 1947 was granted,” the Minister stated.
He said DPs of 1947, cultivating Evacuees land personally were deemed to be occupancy tenants and recorded as such under Section 3-A of Agrarian Reforms Act-1976, having rights to transfer their right of occupancy/ tenancy by sale, mortgage of gift subject to the provision of Alienation of Lands Act and Tenant Act.
The Minister further stated the DP families who chose to settle in urban areas have been provided 1628 quarters and 793 plots in six colonies namely Bakshi Nagar, Nowshera, Udhampur, Rajouri, Patoli Jammu and Natipora Srinagar.
“However there were some pending demands by DPs of 1947 for making up the deficiency of land. In order to compensate for land deficiency, the DPs were provided Rs. 5000 per kanal subject to a maximum of Rs. 25000 per family. For this purpose an amount of Rs. 4.23 crore was disbursed to 1867 families and the scale of cash compensation was subsequently enhanced to Rs. 30000 per kanals with an overall ceiling of Rs. 1.50 lac and grant of Rs. 2 lac each was given,” the Minister stated.
For this purpose an amount of Rs. 49 crore has been received from GoI out of which Rs. 31.43 crore have been provided to 2575 families, the Minister further said. He added that during the war of 1965, 3500 families from Chhamb Niyabat migrated to Jammu.
“They were settled in basties in Jammu, Samba and Kathua districts. All the 3500 Chhamb DP families of 1965 including Deva Batala area have been allotted land as per scale to the DPs of 1947 and there are no claims of land deficiency from the DPs of 1965,” he added.
