2 Comm/Secys, 11 DCs among 38 transferred

JAMMU, Apr 20: In a major reshuffle, State Cabinet which met under the chairmanship of Chief Minister, Omar Abdullah this morning ordered transfers and postings of 38 officers including 14 IAS with immediate effect.
Sonali Kumar, Financial Commissioner (Coordination), J&K Government, New Delhi, has been transferred and posted as Principal Resident Commissioner, J&K Government, New Delhi. The post of Principal Resident Commissioner has been declared equivalent in rank and status to that of Financial Commissioner, till it is held by Sonali Kumar. She will, however, assume the charge of the post when R K Goyal joins the Government of India on April 22, 2013.
Bashir Ahmad Runiyal, Commissioner Secretary, Revenue Department, has been transferred and posted as Chairman, J&K Special Tribunal relieving the Principal Secretary, Higher Education, of the additional charge of the post of Chairman, J&K Special Tribunal.
Vinod Kaul, Secretary, ARI & Trainings Department has been transferred and posted as Secretary, Revenue Department, vice B A Runiyal. G H Tantray, Secretary, Law, Justice and Parliamentary Affairs, has been transferred and posted as Secretary, ARI & Trainings Department, vice Vinod Kaul.
Sarita Chauhan, Vice-Chairperson, Jammu Development Authority, has been transferred and posted as MD, J&K Handloom Development Corporation, against an available vacancy. Farhat Tasneem, Special Secretary, Department of Law, Justice and Parliamentary Affairs, has been transferred and posted as Secretary, Law, Justice and Parliamentary Affairs, vice G H Tantray.
Satish Nehru, Managing Director JKTDC has been transferred and posted as Vice Chairman, Jammu Development Authority vice Sarita Chauhan. Mohammad Shafi Rather, Director, School Education, Kashmir, has been transferred and posted as Vice Chairman, Srinagar Development Authority, relieving Deputy Commissioner Srinagar of the additional charge.
Nirmal Sharma, Deputy Commissioner, Reasi has been transferred and will await commencement of the Mid-Career Training Programme in the General Administration Department. Parvez Malik, Special Secretary, Planning & Development Department has been transferred and posted as Director, Command Area Development Department, Jammu.  He will, however, assume the charge of the post on the retirement on superannuation of the incumbent on April 30, 2013.
Shafat Noor Barlas, Deputy Commissioner, Pulwama has been transferred and posted as Director, Urban Local Bodies, Kashmir, vice Shamim Laherwal, who has been transferred and will await orders of posting in the General Administration Department. M Raju, under orders of posting as Deputy Commissioner, Poonch, has been posted as Additional Secretary, Rural Development Department.
Saugat Biswas, Deputy Commissioner, Rajouri, has been transferred and posted as Additional Secretary, PHE, Irrigation & Flood Control Department. R K Verma, Director SSA has been transferred and posted as Deputy Commissioner, Samba, vice Mubarak Singh. Simrandeep Singh, Additional Secretary, GAD, has been transferred and posted as Deputy Commissioner, Leh, vice T Angchok.
Shahid Iqbal Choudhary, Additional Secretary, Planning & Development Department, has been transferred and posted as Deputy Commissioner, Reasi, vice Nirmal Sharma. Salma Hameed, Member, Services Selection Board, has been transferred and posted as Director, Handicrafts, J&K, against an available vacancy, relieving Director, Industries and Commerce, Jammu, of the additional charge.
Manesha Devi Sharma, Member, Services Selection Board, has been transferred and posted as Director, Stationery and Office Supplies, vice Peerzada Hafizullah Shah. Mubarak Singh, Deputy Commissioner, Samba, has been transferred and posted as Deputy Commissioner, Doda, vice Farooq Ahmad Khan. Jaipal Singh, awaiting orders of posting in the GAD, has been posted as Director, Technical Education, J&K, relieving Director, RMSA, of the additional charge.
Showkat Ahmad Zargar, Special Secretary, PHE, Irrigation and FC, has been transferred and posted as Director, Libraries, J&K, vice Arun Kumar Sharma. Faqir Chand Bhagat, Director, Urban Local Bodies, Jammu has been transferred and posted as Deputy Commissioner, Rajouri, vice S Biswas. Peerzada Hafizullah Shah, Director, Stationery and Office Supplies, has been transferred and posted as CEO, JKEDA, against an available vacancy.

Sarmad Hafeez, Deputy Commissioner, Kupwara, has been transferred and posted as Deputy Commissioner, Ganderbal, relieving ADDC, Ganderbal, of the additional charge. Itrat Hussain Rafiqi, Additional DDC, Ganderbal, has been transferred and posted as Deputy Commissioner, Kupwara, vice Sarmad Hafeez.

Manzoor Ahmad Lone, Deputy Commissioner, Bandipora, has been transferred and posted as Deputy Commissioner, Pulwama, vice Shafat Noor Barlas. Arun Kumar Sharma, Director, Libraries, J&K, has been transferred and posted as Director, Urban Local Bodies, Jammu, vice Faqir Chand Bhagat.

M Y Zargar, Additional District Development Commissioner, Kulgam, has been transferred and posted as Deputy Commissioner, Bandipora, vice Manzoor Ahmad Lone. Rukhsana Gani, Additional District Development Commissioner, Srinagar, has been transferred and posted as Member, Services Selection Board, vice Salma Hameed.
Dr Ashok Kumar, Member, Services Selection Board, has been repatriated to his parent department with immediate effect. Mir Tariq Ali, KAS, Additional District Development Commissioner, Pulwama, has been transferred and posted as Director, School Education, Kashmir, vice Mohammad Shafi Rather. Tufail Mattoo, Director, Rural Sanitation, J&K, has been transferred and posted as MD, J&K Cable Car Corporation, relieving Director, Tourism, Kashmir, of the additional charge.
Shamim Ahmad Wani, Incharge General Manager, JKTDC, will hold the charge of the post of MD, JKTDC, in addition to his own duties, till further orders.
