Zulfkar raids flour mills; suspends Supervisor, imposes Rs 1.50 lakh fine

substandard quality of flour and violation of various PDS norms, Minister for CAPD, Choudhary Zulfkar Ali, conducted raids in various flour mills including New Jammu flour mill and New Nav Flour Mill.
He took strong notice of Punjab-made flour packing bags being used in New Jammu Flour Mill which, he said, can be used for commercialized purpose bringing a bad name to the department. He immediately suspended Supervisor of the Mill and asked him to use bags tagged with J&K, PDS, Batch No. besides quantity and Mfg date in future.
He also observed that the mill is not adhering to certain norms like separate compartment for grinding of PDS flour and sale of underweight flour bag both in case of commercial and PDS. He imposed a fine of Rs 50,000 on the mill and asked the Director to suspend lifting of PDS flour from the Mill and issue a show-cause notice in this regard.
At New Nav Flour Mill, the Minister noticed multiple MRPs on flour bags besides use of un-calibrated filling machine and underweight bags. He imposed a fine of Rs 1.00 lakh on the mill. This mill was also not using separate compartment for grinding of PDS wheat.
The Minister constituted a committee headed by Deputy Director Food and Supplies to monitor functioning of flour mills and CAPD stores in all the districts besides ensuring strict adherence to the fixed norms by these units.
The Minister appealed the people to register their complains at the department’s grievances cell regarding the services of CAPD as timely and quality supply of essentials is prime concern of present dispensation.
Earlier, the Minister also paid surprise visit to CAPD stores to get feedback on the directions issued by him regarding timely dispatch of rations to all destinations.
Minister was accompanied by Director CAPD, G.S.Chib, Joint Controller, Amar Singh, Deputy Controller, Manoj Prabhakar, Deputy Director CAPD Arun Kotwal and other senior officers.
Meanwhile, Zulfkar convened a meeting of officers to discuss the modalities for construction of multiplex store cum Directorate office at Central Store Bikram Chowk and upgradation of infrastructure in new store, University Campus and Chatha Store.
The Minister asked the officers to keep a provision of storing capacity of 2 lakh quintals rations in the proposed multiplex with shops in the first floor and an appropriate space for Directorate Office besides advanced testing laboratories. He asked them to prepare a comprehensive proposal in this regard within one week.
The Minister constituted a committee headed by DC Jammu and asked them to get vacated the CAPD store occupied by JAKFED to store fertilizers. He said such a practice is making the rations unhygienic and unsafe for consumption. He asked the committee to get the store evacuated within 10 days. He also asked ADDC to convene a meeting with CRPF officers at the earliest to get back department’s land at Chatha which has been occupied by the security forces.
