Why vacant posts in GMC not filled?

Unconvincing by any logic, if put forth, to justify as many as 40 percent of sanctioned posts in the ”prestigious” Government Medical College (GMC) , Jammu not being filled due to whatever reason. We do not ask as to why additional posts are not created looking to the requirement of the same in this premier Hospital supposed to take care of the patients almost of the entire Jammu region but only those already sanctioned ones to be provided. Ad-hoc measures and temporary arrangements on day to day or on short term basis is now the accepted norm in this hospital also due largely to the flawed planning and absence of proper action in respect of matters involving personnel and faculty issues.
Departmental Promotion Committees (DPC) are more on papers than its meetings conducted at regular intervals as can be gauged by the fact that during the last three years, only one DPC was conducted giving ample room for increased ad-hocism . Srinagar GMC is placed in better position on comparative basis than the GMC , Jammu but why? The outcome of this policy of the authorities concerned results only in the suffering and agony of the patients as many departments are suffering due to manpower shortage. Major specialities which are vital for treatment of patients are not only reeling under staff shortage but are short of virtual collapse. A holistic view, therefore, needs to be taken painstakingly by the authorities concerned in providing the necessary staff strength especially of specialists as the matter pertains to healthcare and treatment of large number of patients , that also covering a large area.
