Why preferring rented buildings for schools?

Are such moves with intention to shower benefits on the concerned ‘landlords’ to rent out their ill planned, unsuitable and ill- equipped premises for housing majority of Government schools in Srinagar? Has there been any exercise conducted in calculating the amount of rent being paid for such buildings for using them for our schools just for less than 9 months in a year as three months of winter vacations and 15 days of summer vacations these schools remain closed. That could give a sense or feel of how much public money was squandered on rent instead of creating own and adding to the assets of the Government.
That out of 519 schools , 308 are operating from private rented buildings in Srinagar smacks of not only poor management and faulty planning but even not knowing the basics of optimum end use of public money spent by the Education Department . Such private buildings built for purposes other than catering to particular needs and layout required for schools are thus lacking the basic facilities which a school needs . The other problem is in most of the cases, there were “better qualified” teachers more in number than the number of students in Government schools which means further non utility and wastage of public money. Alibis , excuses etc put forth like non availability of space , land being costlier etc hold little water. In a scenario, where watches are continuously monitored in schools and their controlling offices as to when to strike 4 o’clock in order to rush to homes by officers and others , how could issues and problems be resolved? In Education Department, there have been proverbial thirteen strikes of the clock in administering things which must now be duly rectified.
