This is apropos the voluntary disclosure scheme of electric load by the users devised and designed by Power Development Department. The scheme is yet to be put to the test of rationale and transparency. It needs to be implemented in a very fair and judicious manner. The initial response of the people at the outset is, therefore, bit skeptical about the underlying need, intention and the objectives to be achieved by PDD by dint of this scheme. People have been exhibiting their resentment on launching the scheme in an autocratic fashion without soliciting and analyzing their feedback on the issue.
Few years back the department had started installing fool proof electronic meters on their own to ensure that power consumption is fully recorded, there is no room for leakage or tampering with reading projected by the meter. The skilled staff also made sure that all domestic electronic gadgets are connected to the meter and nothing is left out for misuse of the users. It was equally very progressive step and could be an effective measure to prevent huge loss of revenue to the department. But the drive to install the electronic meter has not been comprehensively implemented but left half way due to implausible reasons and in an inexplicable haste the department has turned focus on the new voluntary disclosure scheme when the genuine users are already paying as per the meter reading with all domestic appliances meticulously attached with the meters.
The PDD must have ensured that their skilled field staff discharge their duty unscrupulously leaving no room for the habitual violators to indulge into the practice of causing loss to the government’s exchequer. Therefore, for the purpose of getting positive results PDD must sensitize their field staff, make people fully aware of the significance and benefits of the scheme, have the will power and strong resolve to implement the scheme for all segments of users equally irrespective of their status and position. One particular area or segment of society should not be targeted because it is not likely to yield results and may boomerang with the negative repercussions. Justice, fearlessness, service are the magic words for achievement and social harmony.
