VO establishes fraud in ISM

SRINAGAR, June 7: The Vigilance Organization has established fraud conducted by the Directorate of Indian System of Medicine (ISM) regarding issuance of fraudulent diploma certificates.
The Vigilance Commission while disposing off complaint titled Dr Raja Muzaffar Bhat Versus Directorate of Indian System of Medicine (ISM) in its order has said that the fraud has been prima facie established after preliminary enquiry.
“A letter dated 01/03/2016 has been from AIG (Hqrs) Vigilance Organisation, wherein, it has been intimidated that a Draft has been sought from the branch SSP in the matter, which reveals that the matter has prima facie been established after P.E and SSP concerned has been directed to send the draft FIR for further necessary action”, reads the SVC order.
The SVC while disposing off the case says that the case will be reviewed during regular review meeting. “In view of above, nothing more remains to be done in the matter by this Commission. Further progress of the case will be reviewed during regular review meeting. As such, this complaint is disposed off and be consigned to record after its due completion”, reads the order.
The SVC order was passed on four complaints (Complaint numbers 613/2013, 167/2013, 640/2013, 23/2016) filed in the Commission against the ISM Directorate.
In its earlier order on one of the complaints (167/2013), the SVC orders reads: “This complaint received by the Commission has been lodged by one Abdul Rashid Tantray regarding fraudulent diploma certificates issued by Director ISM, J&K in violation of Government order No: 121-HME(GR) of 2008 dated 17-10-2008.”
“It is alleged in the complaint that the said Director has broken all records of corruption, embezzlement, and misuse by injecting unqualified persons in the Health Department thereby putting the life of public at stake. It has been further alleged in the complaint that in the recent appointments in NRHM, hundreds of unqualified youth have managed appointments on the basis of fake diploma certificates without any training and in violation of Government orders”, reads the order.
While considering the complaint after it was lodged, the SVC orders reads: “The complainant has given a brief note of fraudulent diploma certificates to substantiate his allegations. Complainant has also submitted photo copies of the certificates issued by Director, ISM. Accordingly, the complainant be referred to Director, Vigilance Organization who shall get the matter probed into by initiating preliminary inquiry and submit report thereof to this commission”.
