JAMMU, Apr 5: State Vigilance Organization (SVO) today registered case against several officials of the Revenue Department including a Tehsildar for allegedly issuing false/fraudulent Fard-e-Intikhabs of agricultural land at Toph Sherkhania.
These officials are Narayan Singh, the then Tehsildar Jammu, Anil Magotra, the then Naib Tehsildar, Mahesh Chander, the then Naib Tehsildar Jammu Khas, Fida Hussain, the then Patwari, Mustaq Hussain, the then Girdawar and Razak Hussain, the then Patwari.
According to the FIR, a verification was conducted into the complaint against the officers of Revenue Department for issuance of false and fraudulent Fard-e-Intikhab of agricultural land in Khasra No 698 min at Top Sherkhania and facilitating its illegal sale in violation of 28-A of Agrarian Reforms Act, 1976.
During the verification, it came to fore that ownership rights of land were conferred upon prospective owner namely Anant Ram, son of Divya by virtue of Mutation Nos 3145 and 3146 attested under Section 7 and 8 of Agrarian Reforms Act.
However, an appeal was filed by one Som Dutt before J&K Special Tribunal against the attestation of Mutation Nos 3095 and 3146 pertaining to land measuring 5 Kanal and 14 marlas falling under Khasra No 698 of Toph-Sherkhania in favour of Anant Ram.
The Special Tribunal set-aside the orders of Commissioner Agrarian Reform Act and no appeal was preferred. It was further revealed that neither appeal was preferred nor the order was implemented by cancelling the two mutations. The revenue officials from time to time by abusing their official position and for conferring undue benefits upon Anant Ram continued to reflect ownership in name of Anant Ram and thereafter the land became subject matter of different sale deeds, which were facilitated by the revenue officials from time to time.
On the basis of verification, Vigilance registered a case and investigation of the case has been entrusted to Inspector Pawan Kumar.
