Vigilance books Revenue officials for fraudulent drawal of compensation

JAMMU, Sept 4: Vigilance Organization Jammu today booked Revenue officials in a case of fraudulent drawal of compensation in Kishtwar.
A case FIR number 29/2018, under section 5(1)(d), 5(2) J&K Prevention of Corruption Act Svt 2006, read with sections 420, 467, 468, 471 & 120- B RPC, has been registered against the Revenue officers / officials on the basis of a verification conducted into the allegations of fake and fraudulent compensation papers prepared in league with beneficiaries by showing the forest land under the possession/cultivation of beneficiaries which had come under construction work of road from Tipri to Kithar (Patnazi) during the period 2010.
The accused revenue officials namely Muhammad Ahsan, the then Patwari Halqa Patnazi, now Office Qanoongo Tehsil Office Drabshalla, Abdul Kabir Dev, the then Girdawar Qanoogo Circle (now retired) and Abdul Rashid Butt, the then Tehsildar Kishtwar (now expired), by abuse of their officials positions in connivance with the beneficiaries namely Muhammad Shafi, Ashiq Hussain, Muhammad Amin, sons of Abdul Aziz, Shams Din son of Bashir Ahmed and Mohd. Shafi son of Mussa Gujjar, all residents of Patnazi, district Kishtwar, prepared fake and fraudulent papers to confer undue pecuniary benefit upon these beneficiaries fraudulently and illegally which led to drawal of undue compensation to the tune of Rs 7,24,500/-, thus caused loss to the State exchequer and corresponding wrongful gain to the beneficiaries.
It surfaced during the probe that as per the report submitted by Divisional Forest Officer, Kishtwar regarding the demarcation record of area from Zerwar Nallah to Patnazi (Eid-Gah-Morh), Tipri to Patnazi was duly sanctioned vide Principal Chief Conservator of Forests, J&K, Order No 34/FC of 2009 dated 27-09-2009 and was falling under compartment No15/K which is a forest land.
During the course of verification, it came to fore that as per demarcation conducted by various teams, the beneficiaries have received the compensation of the land with respect to Khasra number 169 min, for which the concerned DFO, Kishtwar has intimated that the Deodar trees of Forest Department had come under the construction of road Patnazi to Tipri and falls under compartment No. 15/K which is Forest land. The land of these beneficiaries falling under Khasra No.169 had not come under the construction of the road and is still under their possession.
