India has stressed upon the UN Security Council to enforce its resolutions on countering terrorism without exception. We are afraid that action against terrorism is sought to be condoned for political interests and it means the resolutions are defeated. Enforcing the resolution would also mean periodical reporting by the member countries of steps they have taken to counter terrorism and contributed to peacekeeping. One provision in the Security Council Resolutions is that member countries commit themselves to expedite investigation into criminal cases bordering on terrorism. India has sought enforcement of this provision without any delay. It has to be reminded that so far Pakistan has not fulfilled this commitment in respect of Mumbai attack. Suspected attackers on Pakistani soil are enjoying all the freedom imaginable just because the Pakistani state is not interested in enforcing the provisions of the Security Council’s resolutions.
India has also raised another issue at the open general meeting of the Security Council. She wants that Article 44 of the UN Charter be implemented in letter and spirit. The Article suggests that the country whose peacekeeping forces are mandated for deployment in any conflict area should be represented in the Security Council debates on issues related to peacekeeping forces. India has largest representation of deploying peacekeeping forces but she has never been asked to be a participant in the deliberations at the Security Council when force deployment issue is discussed.
It is ironic that on one hand the Security Council makes tall claims of its determination to counter terrorism globally but on the other hand it more or less condones some of the defaulting nations to implement the provision in letter and spirit. Movement of armed men across the borders is prohibited under the resolutions of the SC. But it des not take any notice of illegal infiltration going on for so many years at our border with Pakistan. Security Council has to be fair and impartial in enforcing its resolutions.
