Union minister Manohar Lal reviews ULBs in Haryana, sets timelines for sanitation targets

CHANDIGARH, Jun 1: Union minister Manohar Lal on Monday called upon officials of the urban local bodies to translate Prime Minister Narendra Modi’s vision of a clean and developed India into tangible outcomes on the ground.
He also directed the urban local bodies (ULBs) across Haryana to implement projects under the Swachh Bharat Mission 2.0 in mission mode, and develop cities that set benchmarks in cleanliness, urban management and quality of life, an official statement said.
Haryana’s cities must emerge as models of efficient urban governance and sustainable development, setting an example for the other states, Manohar Lal, who holds power and housing & urban affairs portfolios, said.
He passed the instructions while chairing a review meeting with the district municipal commissioners and municipal commissioners of the urban local bodies department, which was attended by ULB minister Vipul Goel, the statement said.
Prime Minister Narendra Modi has transformed cleanliness into a nationwide people’s movement, which must be implemented with greater commitment, seriousness and measurable outcomes now, Manohar Lal said.
He directed the officials to set clear timelines for all projects and ensure high standards of quality in their execution.
The meeting reviewed a wide range of urban development and sanitation initiatives, including sustainable solid waste management, drain cleaning, toilet infrastructure, door-to-door waste collection and segregation, sewage treatment plants (STPs), legacy waste management, multi-level parking facilities and bio-CNG plants, the statement said.
Manohar Lal also directed the officials concerned to develop cities in accordance with the 166 benchmarks prescribed under the Swachh Bharat Mission 2.0.
He emphasised the need to formulate development projects that not only improve public amenities and civic services but also strengthen the revenue-generating capacity of the ULBs.
Directing all ULBs to complete a comprehensive survey of private, community and public toilets by June 30, the Union minister said that no household, market, park or public place should remain without access to adequate toilet facilities.
Wherever necessary, third-party surveys should be conducted to ensure accurate assessment and effective planning, he said.
Manohar Lal also directed officials to build a modern toilet infrastructure at the major tourist destinations across the state, adding that public toilets should be cleaned at least twice a day to maintain hygiene standards.
According to the statement, the Union minister directed the officials to prepare a phased roadmap for developing sewerage networks across towns in Haryana.
He also emphasised the need to accelerate the establishment of STPs and ensure the reuse of treated wastewater as part of sustainable urban development efforts.
Announcing that seven bio-CNG plants will be set up across Haryana, Manohar Lal said work has already commenced in Yamunanagar, while similar projects in Faridabad, Rohtak and other locations will be taken up shortly.
To strengthen waste management, he called for the deployment of dedicated waste collection vehicles so that garbage is promptly collected before a pile up on roads and public spaces.
Vipul Goel assured the Union minister that all the schemes and projects would be implemented in mission mode. (PTI )
