This refers to the writeup’Uphold transparency in Transfers’ (DE, Jan10, 2017). There is no doubt that transfers are imperative for smooth functioning of various departments and institutions and bringing in efficiency in the delivery of services to the public.But more than often, there is a lot of hue and cry as and when the transfer orders are issued in bulk by various departments.Though, there is Transfer Policy in operation, it is hardly implemented and transfer norms are flouted with impunity by the transferring authorities.The result is that those who are badly affected by the transfers knock at the doors of the court for seeking justice.Sometimes there are also allegations of transfer industry flourishing in various departments.The writer has rightly pleaded for upholding transparency in transfers of all the Departments of our state.One wonders why transfer orders are not uploaded in this age of digitalization to ensure transparency and why reasons are not recorded while affecting premature transfers.Similarly, there are instances where some employees remain posted in farflung areas for years together while some others manage their posings at the places of their choice in or around cities.Similarly, those employees who are recruited on the basis of RBA/ALC, according to the Reservation Act, have to serve mandatorily in such areas for seven years but this condition is generally ignored at the time of their posting and many of them manage their posting in or around cities with the result the delivery of public services remains affected in such backward areas which they belong to.Unfortunately, no action is taken against the officers who grossly violate transfer norms while issuing transfer orders of employees serving under their subordination.All this lowers the credibility of the various departments.The basic purpose of transfers is the interest of the public but in many cases, this vital aspect is ignored and a large number of officers/employees are attached in cities while the public of the area where they are posted suffers.The writer deserves appreciation for highlighting this important issue.It is hoped that the Government will take cognizance of the facts mentioned in this writeup and take appropriate action to improve the system.
