There have on numerous occasions been complaints from the personnel from the Education Department, mainly teachers that a fool proof transparent transfer policy did not exist in the department . Those known to the influential or those ones who could succumb to other easy ways usually get choicest postings and others, most of them genuine cases suffer. It is heartening to note that a draft policy on the issue of transfers has been framed by the State Government where if one could agree to serve in Zone!!! for one year could get choicest posting for two years . The areas falling under Zone 3 include , Leh, Kargil, Kishtwar, Kupwara, Bandipur and Reasi. Before implementing the policy, the State Government intends to seek suggestions from all stakeholders.
In the choicest postings, there should be a minimum of two to three places requested by the employee for consideration for transfer and posting. Needless to add, after conclusion of one year in Zone III, the re-transfer there from should not take another year on grounds of availability of post which shall send frustration across the eligible ones.
In the same way, Doctors should be posted at least for two years in a rural or semi- urban are to serve the people and then given choicest posting for double the period served in such areas.
