Terror groups masquerading as humanitarian organisations

 

Characteristics of terror are to keep changing strategies and to ensure that their agenda was furthered by resorting to means which were in disguise and many a time hard to perceive or predict even for that matter be sure. We have seen it in somewhat a coarse form put in operation in Pakistan where various terror outfits keep their nomenclature and even policies changing just to hoodwink the concerned and pull the wool over their eyes . Not to mince words, Mumbai terror attack mastermind could succeed in starting an apparently charitable organisation named as Falah-e-Insanyat Foundation , so on and so forth and with impunity in such synthesising. India has been consistently voicing its concern over the massive looming threat of terrorism to world peace, individual and collective liberty, freedom and even right to life. Terrorism axes at the very roots of active promotion of co-existence and cooperation between societies and countries . Agreed, whether for formality sake or for whatever purposes, the World Body briefly touches the issue sporadically and there are certain sanctions and proscribing of certain terror groups by its Security Council which are responded to adversely or it can be said thwarted by such terror groups in the shape of taking refuge under the umbrella of certain advantages otherwise enjoyed by numerous humanitarian groups and organisations. In this cosmetic switch over, in most of the cases , full implicit support and cover is provided by the country concerned and its various agencies in the Government who directly or through proxies have a great say in policies of the Government- a quid-pro-quo basis. India has not only been in know of such manipulations going on for decades in its neighbourhood but has been sharing this information variedly in order to build an environment for global engagement and building of an assertive coalition to defeat such manoeuvring but, perhaps, the pleas are not taken seriously . It is the other way round as to how right from the Security Council itself which decides for imposing sanctions and declaring of some identified terror leaders as ”global terrorists” it has been seen in a case pertaining to Pakistan where as many as four times China, one of the permanent members , vetoed the proposal of such designating of the terrorist which shows how on such an important and sensitive issue , concerted view in unison is found in utter deficit in the Council itself . Hence, India’s permanent representative to the UN recently highlighted the fact while participating in open debate of UN Security Council that while sanctions imposed by the World Body should not have any type of telling effect on any type of legitimate humanitarian requirements at the same time, such requirements needed to be carefully watched not being misused since in the garb of such humanitarian structure may lie safe havens of terrorism. This debate had been hosted by Council President Russia . The topic was “General issues relating to sanctions, preventing their humanitarian and unintended consequences”. Should terrorist groups be watched making an utter mockery of such sanctions in that it is pertinent to know the fate of 1267 Al -Qaeda Sanctions Committee, is the moot question. The cover of such Humanitarian Groups is sought by terror groups as in the case of the neighbourhood of the country wherein they raise funds, garner support , recruit fighters and even use human shields. They are, therefore, fit enough to expand their terror activities in the region and even beyond besides using the route of trafficking in drugs and psychotropic substances to raise funds to still intensify their activities . In this connection , India’s permanent representative advised due ”caution and care” and unintended consequences of sanction measures vis-a-vis humanitarian consequences which have all to be viewed in entirety especially while deciding about easing of such sanctions, terror outfits should not get any sort of reprieves.
