Technical Education Deptt fails to fill new posts

SRINAGAR, Dec 18: Technical Education Department has failed to fill the vacant posts created for the last ten years for implementing Centrally sponsored schemes in the State despite getting complete funds from the Centre.
The newly created posts include two joint directors, two senior scale principals, two superintendent (technical), four inspectors of trainings, senior investigator, 11 group instructors, and 268 vocational instructors, 11 drawing instructors, nine social study instructors, seven language instructors, including others.
Delay in filling these posts have wasted huge funds granted by the Centre besides blocking employment opportunities for the unemployed, educated youth of the State.
Sources said in 2003, 2005 and 2008, the  Government vide order No. 67-Tech-Edu of 2008 dated: 26-05-2008,  created large number of new posts  for implementation of 100 percent Centrally sponsored schemes for up- gradation and strengthening of existing ITI’s, establishment of women ITI at Jammu and creation of additional women wings in existing ITI’s of the State.
Sources said in 2007, the Director Technical Education vide order No. 941 of 2007 dated 13-11-2007 followed by order No. 04 of 2008 dated 02-02-2008 constituted a committee of eight  high ranking officers of the department  including two provincial deputy directors to deliberate on the issue of  modification\up- gradation of the existing gazetted and subordinate recruitment rules  to facilitate submission of draft proposal to the Government   with their suggestions  for notification of revised  rules  to remove the flaws and redress  the grievances of the employees  who are seeking equal opportunities in the matter of promotion  by the  modification of existing recruitment rules.
Sources said the committee held several meetings for modification\incorporation of newly created posts in the relevant recruitment rules but till date no decision was taken in this regard with the result the posts created for implementation of 100 percent Centrally sponsored schemes could not be filled and the huge central funds offered to this department for this purpose have gone waste.
