JAMMU, Feb 24: The State Vigilance Commission, taking strong note of conferring undue favours and benefits to a private Diagnostic Centre in allotment of contracts allegedly by the authorities of Jammu Medical College in derogation of prescribed procedure and norms thereto, has sought report from Commissioner Secretary to Government Department of Health and Medical Education.
The SVC, while proceeding on a complaint lodged by Somnath Dabgotra against Principal Medical College Jammu, in connection with unjustified favours and gains made in favour of one private Diagnostic Centre namely Krsna Diagnostic Private Limited for supply, installation, operation, maintenance and running of various diagnostic facilities at Medical College, Jammu on Public Private Partnership (PPP) basis, without consent of HoDs, experts and the Purchase Committee as required in this behalf besides in violation of codal formalities, had earlier directed Vigilance Organization for preliminary enquiry in the light of allegations.
In the report, submitted by Vigilance Organization, prima-facie it surfaced that prescribed fee charged from patients by the Krsna Diagnostic Centre, instead of going to the Hospital Fund, is directly taken by the private firm (Krsna Diagnostic Centre), in addition to the premises of the hospital and electricity being provided free of charge. Moreover the “Profit Generated” is not being shared with the Government hospital unlike the practice of sharing it under PPP mode in vogue in Himachal Pradesh and other States.
Keeping in view that there is apprehension of enormous loss to the State exchequer by the method of non sharing of profits between the private diagnostic Centre and the Government hospital, the SVC then sought report from Commissioner Secretary Department of Health and Medical Education.
However, the inexplicable report furnished by the Department of Health and Medical Education shows many gaps besides leaving many questions unanswered following which the SVC has directed Commissioner Secretary Department of Health and Medical Education to ensure a detailed and comprehensive report before the Commission by March 16. 2016.
