LEH, Apr 3: A survey team from Indian Railway is all set to visit Ladakh very soon to conduct survey for construction of Railway track to link Ladakh with rest of the country.
This was informed by Dr Sonam Dawa Lonpo, Chief Executive Councilor of Ladakh Autonomous Hill Development Council, Leh, while chairing a two-day General Council of meeting of the LAHDC, here today, to discuss and approve the Capex Budget 2017-18. Minister for Cooperatives, J&K Chhering Dorjey, also present in the meeting.
Dr Dawa also informed of attaining the solution for extension of BAY terminus at Leh Airport for civilian aircrafts which would, in future, provide sufficient space for increasing number of air planes thus facilitating the people with more option of air transportation.
The GCM was on discussing the draft of Capex budget of 2017-18 wherein the Executive Councilors in the House put forth the budget allocation of each and every schemes of the respective departments under their portfolio for the year. The meeting was also attended by EC, Agriculture, Tsering Wangdus, EC, Works, Dorjey Motup, EC, Animal Husbandry & Minority Affairs, Mumtaz Hussain, EC, Tourism Tsering Sangdub, DC, Leh Prasanna Ramaswamy G, SSP, Leh Udhey Baskar Billa, the Councilors and all the HODs.
CEC informed the House that the capex budget of 2017-18 in respect of Leh district is formulated at Rs 129.48 crore against last year’s Capex Budget of Rs 108.84 crore, which includes Rs 50.00 crore under State Regular Scheme, Rs 12.00 crore under NABRAD Loan Assistance, Rs 53.33 crore as Central share and Rs 12.14 crore as State Matching share for Centrally sponsored schemes thereby enhancing the total allocation as 18.95 percent. The CEC further added that the Govt Planning, Development and Monitoring Department has released State Matching Share under NABARD as Rs 2.00 crore separately, besides, the PD & MD has also released additional funds to the tune of Rs 17.36 crore to clear the work done liabilities under Capex budget, Kalachakra and State Matching Shares under CSS/AIBP/ NABARD Loan Assistance and bridges under 13th Finance Commission.
The J&K Minister for Cooperatives and Ladakh Affairs Chhering Dorje Lakrook once again urged Leh Development Authority to take Council into confidence when it comes to approve and implement of any schemes and project under tourism sector. The Minister said that Council should have the authority to spend the funds under LDA according to the genuine need of the district.
The EC Agriculture, Tsering Wangdus made a special mention of approving a Central Govt package scheme of Rs 561 crore under Agriculture sector in Leh district and releasing its token money of Rs 13.00 lakhs and hoped that this money would prove a boon in giving new life to the Agriculture, Horticulture and other allied sectors in the region.
Other important point raised in the meeting, included passing a resolution by the General Council to pressurize the Central Govt in giving recognition to Bhoti language in Constitution, investigation of recent poaching case through an independent third investigating agency, procurement of sufficient quantity of pea seeds for the farmers, promotion of smaller green houses to cover maximum needy farmers, shutting down of illegally run slaughter houses and re-establish them within the vicinity of MC, Leh, to curve out a concrete curriculum to preserve and promote the values of Ladakhi Art, culture and traditions, to have toilet provision at all parking areas and shopping complexes in Leh town, need of strict parking regulation in Leh to ensure smooth movement of vehicular traffic during the summer season, need of engaging non-local labourers through agencies to check crime etc.
