Succor to persons with disabilities

This has reference to the editorial ‘Enhanced Reservation’ (DE, Feb 2, 2018). It is heartening to read that the Government of India has enhanced the quota of reservation in Government vacancies for the people with benchmark disabilities in Group A, B and C from 3 percent to 4 percent and that reservation will also include acid victims who were , so far, not eligible for the reservation.The DoPT has issued instructions to all the Central Government departments to ensure that one percent of each posts be reserved for people with blindness and low vision; deaf and hard of hearing; locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attacks and muscular dystrophy, notified after the passage of the Rights of Persons with Disabilities Act, 2016 and the notification of relevant rules in this regard has been issued.Our state government too must follow suit by issuing notification enhancing the quota of reservation for such people. Persons suffering from various disabilities are not as fortunate as the normal people as they suffer from one disability or the other.Therefore, it is the duty of the government to provide them succor by providing them gainful employment in order to enable them to earn their livelihood and lead a normal life.People , in general ought to be polite and considerate in their conversations with the persons with disabilities and spend more time with them.They should never use such words as hurt their sentiments and lower their self esteem.
Moreover, the children with special needs owing to such disabilities should be  provided vocational rehabilitation and gainful employment such as candle making, basket making and other such jobs after they complete their formal education with the help of formal  educators. Generally what happens is that after the completion of their formal education /vocational training, such children are not provided avenues for gainful employment with the result that they have to live a life of misery by being dependent on their relatives. It is hoped that with the enhancement in the quota of reservation, the plight of the persons with disabilities will improve a lot, which will help them in leading a dignified life.
