For some time in recent past, CA&PD Department has come under criticism for some of its administrative discrepancies. Last year, there was cry from some far- flung parts of the State about shortage of food grains caused by disruption in transportation system or for other reasons. That is the reason why this department was much talked about. It has also been talked about for certain functional irregularities. In a meeting chaired by the Minister for CA&PD to discuss annual plan of CA&PD Department and allied wings, he issued a slew of orders and instructions to the heads of all the wings within the range of his department that are aimed at streamlining the functioning of the Department. Very pragmatic and practical instructions have been issued and we hope that these will be translated into practice. The most important ones are those that are aimed at plugging pilferage of grains and other food items either in stores or through the transit. All of these instructions are highly helpful in improving the service. Fixing Internet Protocol (IP) cameras in the stores is a good device of checking pilferage. Also the orders that food-grains are directly delivered at the district headquarters is to prevent spoilage of rations.
We appreciate that the Minister has issued these instructions. However, the taste of pudding is in eating. People will keenly observe whether these instructions are carried out in letter and in spirit. Notwithstanding these instructions, much needs to be done to make food supplies efficient and prompt. There are reports of large spoilage of food grains owing to lack of adequate storage facilities. Recurring delay in delivery at far off places and pilferage during transit frustrate people. Though the issue of transportation has been taken up for consideration, but effective liaisoning with transporters is needed with assurance from them that suspension of transportation will not be tolerated particularly when grains are transported to far-flung areas. It is also desirable that the quality of food grains and other items supplied for public distribution are subjected to intermittent tests and certification.
