State Investigating Agency

Terrorism, especially the brand from across the border, active for more than three decades in Jammu and Kashmir, though currently waning, is such a scourge and a threat to peace, progress and liberty that any measure of steps, direct and indirect , taken against it to root it out are totally justified. A curse, a blot, a stigma and a smirch on the face of those who sponsor, promote and sustain it as also who opt for it as an ”ideology” and a means to forcibly enforcing their diabolic thinking, needs a sustained and effective way of fighting out to its end. It is, therefore, in the fitness of things that the UT government has mulled an idea to constitute a State Investigating Agency (SIA) on the lines of National Investigating Agency (NIA) with intent to investigate terror related incidents. The contributory factor to such setting up of the SIA can be traced to series of recent innocent civilian killings in the UT, particularly in Kashmir valley.
This is a major step taken by the UT government and the SIA has been given powers to suo-moto register the FIR while Police Stations will be mandatorily informing it about the terror related incidents which in other words means the UT Police Chief handing over any case to the new Agency to investigate. SIA will thus be stepping into the shoes of the NIA which is currently investigating number of terror related cases pertaining to Jammu and Kashmir. Number of offences related to terrorism directly or indirectly too shall be the jurisdiction and domain of the SIA. A focused, professional and concerted approach is thus expected from the SIA in respect of cracking terror related cases and to report the progress of such investigation to concerned quarters of the administration as also to the courts.
