JAMMU, Feb 20: The Government has during the past over five years referred 52,638 posts to Services Selection Board (SSB) but only 26,418 of them have been filled up, which was just 50 per cent of the referred posts. The Government has, meanwhile, ruled out the making SSRB and other recruitment Boards as autonomous.
Chief Minister Omar Abdullah, Incharge General Administration Department, gave these figures to NC MLA and former Minister Abdul Gani Malik in response to a written question in the Legislative Assembly.
He said out of a total of 52,638 posts referred to the SSB from 2009-10 to 2013-14 till February 14, 2014, the SSB has made selections against 26,418 posts.
During 2013-14, the Government had referred 15032 posts to the SSB but it has selected only 1609 candidates.
PDP MLA and former Minister Abdul Rehman Veeri said the figures were in contradiction to Finance Minister Abdul Rahim Rather’s claim post budget press conference that over 55,000 recruitments have been made during five years of the Government while 16,000 others would be made shortly.
Mr Rather, who was replying to the question on behalf of Omar, said apart from the SSB, Police Recruitment Board and Public Services Commission have also made appointments. In addition, various Class-IV posts have been filled up.
It may be mentioned here that the Government has kept a target of giving one lakh jobs in its six years tenure.
Prof Chaman Lal Gupta wanted to know whether the Government would make the Recruitment Boards as autonomous to stop Government influence on them. Mr Rather replied in negative saying there was no interference in the Boards and no official can do wrong in view of Right to Information Act.
PDP legislature Party leader Mehbooba Mufti wanted to know the reasons for delay in recruitment of Jail Wardens.
In the written reply, the Government said with the opening balance of 16659 posts, 4058 posts were referred to the SSB in 2009-10 and selection of 10045 posts made. Similarly, it said, 10998 posts were referred during 2010-11 and 4855 candidates were selected.
The Government informed that 3297 posts were referred to the SSB during 2011-12 and selections of 3267 posts were made during the period. He said 2594 posts were referred during 2012-13 and selections of 6642 posts made during last fiscal, while as 15032 posts were referred during current fiscal till February 14 to SSB and selection of 1609 posts was made.
In reply to the supplementary questions by some members, Mr Rather informed that the Government endeavoured to fill up all vacant posts through recruitment agencies in a time bound manner adding that the recruitment process during past was delayed due to court stays, which have been vacated.
He said recently the results of written examination for 11, 000 posts was declared and necessary selection process is on through SSB. He said the selection of MVD inspectors have also been made by the SSB and orders in favour of selected candidates would be issued soon.
He said Government would fill the vacant posts of PSC members besides posting of SSB members well in time to ensure time bound selections in different departments.
Abdul Gani Malik, Mehbooba Mufti, Jugal Kishore, Yashpal Kundal, Abdul Rehman Veeri, Prof Chaman Lal Gupta, Abdul Haq Khan and Nizam-ud-Din Bhat raised supplementaries to the question and highlighted the issues of selection of Jail Wardens, Rehbar-e-Taleem teachers Handwara, Class-IV employees list of Baramulla, teachers selection list of Kupwara besides prompt selection to vacant posts in Health, Education and Horticulture Departments.
