JAMMU, Apr 25: On request of the Cabinet, Lieutenant Governor Manoj Sinha has summoned a one-day Special Session of the Legislative Assembly on April 28 to discuss Pahalgam terror attack in which 25 tourists and a local were killed and many others were injured.

The Cabinet which met under the chairmanship of Chief Minister Omar Abdullah on April 23 had recommended to the Lieutenant Governor the convening of special session of the Assembly on April 28 in the aftermath of Pahalgam terror attack.
The Assembly has been called at 10.30 am on Monday.
Sources told the Excelsior that the Legislative Assembly is likely to adopt a resolution condemning the terror attack on tourists. The resolution is being drafted and will be introduced in the House followed by speeches by leaders of different political parties and reply by Chief Minister Omar Abdullah.
The resolution will be adopted unanimously as all political parties have strongly condemned the terror attack.
There could be around two-hour discussion on the resolution in the Assembly before it is adopted, the sources said, adding the resolution will send a strong message that entire House is united in condemning the terrorism.
“There is no other agenda before the House except for Pahalgam terror attack,’’ the sources said but added that the members could speak on issues related to the terror attack and its aftermath.
“I, Manoj Sinha, Lieutenant Governor of the Union Territory of Jammu and Kashmir, in exercise of the powers conferred upon me under section 18(1) of the Jammu and Kashmir Reorganization Act, 2019, do hereby summon the Jammu and Kashmir Legislative Assembly to meet at Jammu on Monday, the 28th of April, 2025 at 10.30 am,” the LG said in an order.
This is a rare occasion when special session of the Legislature is being called. Budget session of the Legislative Assembly was adjourned sine die on April 9. The budget session started on March 3 and had 21 sittings.
The Assembly will pay tribute to those killed in the terror attack followed by discussion on the incident and related issues and then passing a resolution strongly condemning the incident which sent shock waves not only in the country but across the world.
The Government is confident that the one-day session will be peaceful.
Sources expressed confidence that since all political parties have strongly condemned the terror attack, the resolution will be adopted unanimously to send a message across the world that Jammu and Kashmir is against the killings of innocents and such incidents.
Meanwhile, the Legislative Assembly Secretariat is busy in making preparations for one-day special session of the Legislature as only a fortnight ago, the budget session had concluded.
The budget session was peaceful barring last three days from April 7-9 which witnessed repeated adjournments with no business transacted following protests by treasury benches and some other parties against the Waqf bill passed by the Parliament.
