SKIMS orders re-distribution of work to end mix up of administrative duties

Srinagar, May 17: Doing away with the mix up which was there earlier, SKIMS, Soura has ordered re-distribution of work as well as administrative responsibilities of the faculty members of the Department of Hospital Administration for smooth functioning of the hospital.
The directions that have been passed are in supersession of all previous orders under which the Medical Superintendent of SKIMS, Soura has been designated as the Administrative Head of Hospital services.
As per the directives, Medical Superintendent shall be responsible for coordination and facilitation of patient care services apart from the administration of all nursing, support, and utility services of the hospital, for which, it has been directed that he will be assisted by the faculty of Hospital Administration including Head of the Department, Hospital Administration.
While earlier, there was a mix up of responsibilities between the HoD, Hospital Administration Department as well as the Medical Superintendent of SKIMS, the re-distribution had directed that the HoD Hospital Administration shall be the Academic Head of the Department of Hospital Administration, which includes all academic & research activities of the Department of Hospital Administration.
“He shall assign such academic & research responsibilities to the faculty of Hospital Administration, including Medical Superintendent who is also a de-facto faculty of Hospital Administration as regards its academic & research activities are concerned,” the orders issued stated.
Further, it has been underlined that the faculty of the Department of Hospital Administration shall function under dual control and for the administrative responsibilities in the Hospital areas, they shall work under the control of Medical Superintendent “and for their academic & research responsibilities; they shall work under the control of Head, Department of Hospital Administration.”
Concerning the Resident Doctors of the Department of Hospital Administration, it has been stated that they shall largely function under the administrative control of HoD Hospital Administration and their postings about various hospital areas and rotation thereof shall be decided by the Head, Department of Hospital Administration while as the duty roster of faculty-on-call and Control Room duty roster of resident doctors shall be prepared by Medical Superintendent.
“Resident Medical Officers of the Department of Hospital Administration shall work under the direct control of Medical Superintendent,” the directives stated.
As per the directions, Nursing Administration, Control Room, Ward Block, Drug & Pharmacy Services, Central Stores, Sanitation and Housekeeping Services, Security and Fire Service will directly be controlled by the Medical Superintendent and the Officer In-charges of these Departments shall report to Medical Superintendent for smooth functioning of these services.
The Faculty Members of Hospital Administration which include, Dr G. H. Yattoo, Additional Professor & Head, Dr Haroon Rashid, Associate Professor and Dr Sameena Mufti, Assistant Professor, as per the directives, will be responsible for the administrative functioning of various hospital areas under the overall control of Medical Superintendent in the interest of smooth functioning of Hospital services, with immediate effect.
Regarding Dr Yattoo, the order said, he will continue to administer and Head all academic and research activities of the Department of Hospital Administration while he will also manage the hospital administration responsibilities in areas such as Laundry and Linen Services, Dietetics and Therapeutics, Manifold Services and State Cancer Institute.
With regard to Dr Haroon, in addition to his active involvement in academic & research activities in the Department of Hospital Administration, he is also going to be the Administrative Incharge of the Maternity Hospital, while Dr Sameena, apart from her involvement in academic & research activities in the Department of Hospital Administration, has been designated as Administrative Incharge of OPD and Medical Records Department.
