SKIMS orders appointment of SRs without approval of Selection Panel

Director bypasses Dean, issues order

Srinagar, July 30: In violation of rules and regulations, the Sher-e-Kashmir Institute of Medical Sciences (SKIMS), Soura has engaged Senior Residents (SRs) without the approval of the Selection Committee and without advertising the same.
Unlike, Government Medical College (GMC), Srinagar, the SKIMS has cherry-picked the candidates from various departments and has done so without any proper approval of the Selection Committee and any interview process by the administration.
Excelsior has learnt that no applications were invited by the hospital administration from those willing to work as Senior Residents, rather it has picked those already working in the hospital, and the required Selection Committee has not been even formed.
In an order issued by the SKIMS, signed by the Dean of Medical Faculty, ordering sanction for the engagement of candidates as Senior Residents, it has underlined that these engagements are subject to the approval by the Selection Committee-which has not been even formed.
Another order, this time issued directly by the Director SKIMS, bypassing Dean of Medical Faculty-through whom the order should have come-directly ordered sanction for the engagement of candidates as Senior Residents for the period of one year while as the mention of selection committee vanished in the thin air.
Excelsior has learnt that these appointments are ideally to be ratified by the Selection Committee and only then the candidates can proceed further. However, the entire process has been cut shot under the garb of COVID-19 pandemic.
“In view of exigency COVID-19 crises, the sanction is hereby accorded to the engagement of following candidates as Stipendiary Senior Residents in the Department shown against each (pending confirmation by the designated Selection Committee) initially for a period of one year,” read an order issued by the Dean of Medical Faculty, SKIMS vide number SIMS/ACAD/472 of 2020 issued on July 15, 2020
However, another order issued directly by the Director, SKIMS vide number SIMS/ACAD/506 OF 2020 issued on July 24 made no mention of the approval by the Selection Committee for the engagement of candidates.
It is worth to be mentioned here that the GMC, Srinagar has put out the applications for those willing to work as Senior Residents; in-service candidates are required No Objection Certificates from the concerned departments. The last date of submitting the application has been set as 31st August.
Several candidates from various departments, especially Radiation Oncology have also raised cry over the selection process and have submitted representations before the administration.
“We the passouts of the department of Radiation Oncology give a representation to your good self as one candidate from the Department of Radiation Oncology has been selected without any interim/selection committee approval as per order no SIMS/ACAD/506 OF 2020. We request to kindself to look into the matter and give us an equal opportunity,” the representation read.
An official from SKIMS Soura told Excelsior that all this has been done keeping in view the shortage of staff amid COVID-19 pandemic. “Rather than letting these people go home-as their tenure was set to end-we tried to keep them there to mitigate the crisis,” he said.
