Skill development

Much importance is given to the development of skill among the youth in the country. More than sixty per cent of Indian population comprises the youth below the age of 35. This is enormous man power and if it is properly channelized, it can create wonders in the country. The unanimous opinion is that the youth should be imparted skills to enable them to make independent earning because this is the age of technology.
With this concept in mind, the Chief Minister, while chairing the meeting of District Development Boards of Kishtwar and Doda on July 4 came to know that the youth in Chenab valley were deprived of employment essentially because they were not skilled. Additionally, he also came to know that a number of developmental projects underway in Chenab valley area had to bring the skilled labour from outside the State because skilled labour was not locally available. This made him decide to set up Skill Development Institute of international standards in Chenab valley area. In pursuance of this idea, he instructed the concerned to prepare a DPR within ten days and submit the same so that not more than a month after the DPR is approved the inception of the Skill Development Institute would be undertaken.
We learn that no movement is made by the Technical Education Department so far in preparing the Detailed Project Report as desired by the Chief Minister. It is reliably learnt that the department would not prepare the DPR before the minutes of the District Development Board are conveyed to them. However, in preparing the DPR, there is no need of having the DDB minutes. This has become another issue in which two organs of the Government are involved and may be heading to confrontational mood.  However, without wasting time and forcing stalemate in what is desired to be done within shortest possible time, the two organizations meaning the Department of Technical Education and the District Development Board should depute their representatives to discuss the matter and come to some working methodology so that the instructions of the Chief Minister are honoured and implemented. What is important is to bear in mind the sentiment that motivated the Chief Minister to see that the technical institute comes up as early as possible in Chenab Valley area and the local youth are provided the skills which would help them earn a living. It is unfortunate if a department  makes it an issue of honour and lose sight of its far-reaching consequences.
