JAMMU, Mar 25: The lone woman member from the ruling National Conference in the Upper House today held strong protest and staged walk-out after her resolution on demand of Hill Development Council was mysteriously changed without informing her and another one was fixed for discussion in the House today.
As the House today started normal business with Question Hour, the NC Member from Poonch Dr Shehnaz Ganai stood up and pointed out that her resolution has been mysteriously changed despite the fact that it had been fixed for discussion today at serial number one in the bulletin circulated on March 19 by the Legislative Council Secretariat. She asked for the reason behind it and indicated some conspiracy. She said that she had given two resolutions and later it was asked that only one will be considered and she had given preference for the HDC for twin districts of Rajouri and Poonch on the pattern of Leh and Kargil.
She pointed out that it was the concern of the members from Rajouri and Poonch, including Javed Rana, Jehangir Mir and even Ravinder Sharma who belonged to this area. She said that chair should give directions and take note of it. The Chairman assured her to inquire into the matter and said that she should give in writing. The member then gave it in writing to the Chairman, LC Amrit Malhotra. Another NC Member Javed Rana also supported her on the issue.
Later, when Question Hour and Calling Attention Notices were responded in the House, Dr Ganai was asked by the Vice Chairman, Vijay Bakaya to read her resolution on reservation of seats for women and physically challenged persons in public transport. Dr Ganai objected to it and said that she had given preference for only HDC for Poonch Rajouri and she had also given in writing. The ‘Chair’ directed her to raise the one, which is fixed for today. She got agitated and said it was most undemocratic and unjustified. She maintained that out of two she is being asked to raise only one during the full session and if she has given preference for HDC for Poonch why she was being forced to go for second. Why mischief is being played with her. She demanded clear reply on the same and ruling of the chair. She lodged her strong protest after finding no fair response from the ‘Chair’ and then staged walked out of the House in the absence of support from other members from Rajouri-Poonch.
