SEOA seeks regularization of all I/c Gazetted officers

JAMMU, Aug 4: School Education Officers’ Association (SEOA) has appealed Lt Governor of Jammu and Kashmir to regularize all incharge (I/c) Gazetted Officers viz Headmasters and ZEOs of School Education Department without any delay.
Addressing a press conference here today, Roop Lal (coordinator of the Association) said that about 1400 incharge ZEOs and almost 4000 incharge Headmasters are waiting for their regularization since April 2008 and December 2011, respectively.
“The authorities at the helm of affairs in the civil secretariat are sleeping over the issue while 1400 serving cum retired in-charge ZEOs and 4000 in-charge Headmaster cadre have been running from pillar to post for their regularization for last 14 and 11 years, respectively,” he said, adding the fate of these in-charge Headmasters and in-charge ZEOs is totally uncertain as among them, many have attained their superannuation and hundreds have expired without confirmation and many are at the verge of retirement.
Roop Lal stated that the Government issued orders from time to time for regularization of these cadres (for backlog and fresh) in respect of each gazetted category without referring the cases to the JKPSC/DPC (for one time exemption) but no effect has been given to these orders although all the formalities like Vigilance report, Annual Progressive Report, etc were submitted to the authorities so many times.
He further stated that if their demands are not fulfilled properly the education officer will adopt all the constitutional and democratic ways to get them regularized as there is a strong resentment brewing among the in-charge Headmasters and in-charge ZEOs.
