Sena leader’s concern over delay in holding DPCs

KISHTWAR, Mar 13: Tilak Shan, president, Shiv Sena, Chenab Valley, alleged that even after repeated instructions issued by Jammu and Kashmir Government from time to time through the General Administration Department, to Administrative Secretaries, HODs of various departments to conduct the Departmental Promotion Committee meetings twice in a year but HODs of various departments are reluctant to conduct the DPC for the last several years as a result of which un-employment is increasing day by day and the youth of UT are adopting unethical way in absence of employment.
In a statement he said if Junior Assistant is promoted to the post of Senior Assistant the resultant vacancy would be referred to the recruitment agency but this is not happening because of the reason Heads of Department of all most all Departments have blocked the promotion avenues of employees by not conducting the DPCs for years together. Instant episode of such delaying tactics has been adopted by the DHS Jammu, he added.
He said the DPC meeting was held in the Directorate of Health Services, Jammu wherein three categories of posts i.e, senior assistants to head assistants, head assistants to section officers and junior pharmacist to senior pharmacist comprising of 66 employees as per the minutes of the DDPC meeting issued vide No.DHS/J/HEB/161-75 dated 01-07-2021.
Further more it has been observed that there are about 200 to 300 employees in Health Department who are eligible for promotion as per SRO-20 of 1992 but their cases of promotions has been kept withheld deliberately in Directorate of Health Services Jammu on one pretext or other and the authorities are reluctant to conduct the DPC which directly affects the career of huge number of employees of the Department.
Shan has sought immediate intervention of Lt Governor in the matter.
