JAMMU, Nov 15: On the occasion of 138th Birsa Jayanti celebrations, All J&K Scheduled Caste Welfare Association (SCWA) held protest demonstration and urged the Central and the State Governments to segregate the funds meant for the development of people belonging to schedule caste and schedule tribe communities out of approved budget of State Governments by Planning Commission of India.
A large number of people belonging to these communities assembled outside Press Club and raised slogans against the Central and State Governments for not paying any heed towards their demands.
While speaking, Roop Lal Bharti, president of the association urged the State and the Central Governments to make SCP to TSP plans an integral part of the annual plans of the five year plan.
He added that the funds allotted for development of these communities should be non-divertible/non-lapsable with a clear objective of bridging socio-economic development gap of these communities by brining legislation in the winter session of the Parliament/Budget session in State to ensure the proper utilization of SCP to TSP funds.
“Hardly 30 per cent of the funds have been allotted for the development of these communities and remaining funds go un-utilized depriving these communities of their socio-economic and development rights”, he added.
Shah Mohammad Chowdhary, member, J&K State Advisory Board for the Development of Gujjar and Bakerwals and president, J&K Gujjars United Front while speaking said that a separate authority at national/State level with powers to execute SCP to TCP plan should be constituted.
Among others present were Om Raj Bhall, secretary, Jagdish Raj Bhagat, district president, Nizakat Khatana, president, Gujjar Bakerwal Youth Desh Body, Pawan Kumar, Talib Hussain, president, Gujjar Bakerwal Welfare Forum, Sarn Dass, Som Nath Dogra, etc.
