JAMMU, Oct 18: The State Government has asked all the Administrative Secretaries to furnish the progress made regarding revision of the Recruitment Rules within a period of 10 days.
A circular in this regard was issued today by the State Finance Department, which has also prescribed a format for the purpose. In the format, the Administrative Secretaries have been asked to list the number of recruitment rules under implementation in the department, names of the Recruitment Rules, last revision of the Recruitment Rules conducted and progress of fresh revision on light of Budget announcement/status.
Pertinent to mention that in his budget speech this year, the Finance Minister Haseeb Drabu had announced revision of Recruitment Rules by all the Departments.
The Finance Minister had also announced the Government decision to change the nomenclature of employees at lower level and class categorization for specifying seniority of the employees with alphabetical groupings from I, II, III and IV services to A, B, C and D, respectively..
“The Recruitment Rules for Government servants at all levels need urgent revision as most of them were framed several decades back and have lost relevance in the context of today’s youth’s educational attainment as well as emerging job requirements. I announce the intention of the Government to a complete revision of all the Recruitment Rules within one financial year so as to synchronize job requirements within commensurate educational qualification. With a view to enhance the dignity of work, increase the morale of workforce, inspire a change in work culture and motivate the enhancement of the skills and go up the chain, I announce the Government intent to change nomenclature of the Government employees at lower levels. These names are relics of a colonial rule with a feudal mindset,” the Finance Minister had said in his speech.
