Revision of RBA Category

Sir,
This refers to article titled ” Periodic Revision of RBA category” by Dr Raja MuzafferBhat (Excelsior June 25th) . Author of the article has highlighted an important public interest issue related to reservation under RBA category. Elected Governments can never dare to make a periodic review of the RBA category as they don’t want to lose their vote-bank. This is a clear violation of the law.
Reservation has been used as a vote bank by our political leaders and that is the reason that the areas which are mere 13 to 15 kms from Srinagar are still covered under RBA. Take for example ChararSharief constituency in Budgam. 85 % villages in this assembly constituency have been brought under RBA by A Rather former Finance Minister. Until 1989 around 40 to 50 % villages in this constituency were declared backward , but in 1989, areas which were mere 13 to 15 kms from Srinagar city were also included under RBA. It is a fact that these villages were educationally backward until early 1990s but after late 1990w there has been a tremendous development in all sectors in Charar e Sharif ‘s most of the villages except some upper areas located in Kandi belt. I fail to understand why does not periodic revision take place in Charar e Sharief or other similarly situated assembly constituencies ? I appeal Governor S P Malik and Advisor K A Ganai to keep this issue in SACs agenda. People would appreciate Govt’s move as majority of highly educated youth are feeling alienated and discriminated.
