Reserve Assembly seats for DPs from PoJK: JKSAC

KATHUA, June 19: Jammu Kashmir Sharnarthi Action Committee (JKSAC) has urged upon the Prime Minister Narendra Modi and Home Minister Amit Shah to indicate in the term of reference, specified for Delimitation Commission to redraw the boundaries of constituencies in the UT of J&K.
In a meeting of the committee held in Hiranagar today the members demanded that two constituencies in proportion to their population, out of 7 increased assembly seats be demarcated for DPs of 1947 from PoK for the time being, till the Reorganization Act of 2019 is reviewed again and amended to defreeze the 24 reserved seats for the people of PoK which have been captivated without any justification.
Gurdev Singh, president of the JKSAC alongwith Ashok Kumar and Babu Ram strongly expressed their concern in this regard and said that DPs have been crying since their migration to defreeze their share of seats out of 24 to have their legitimate and democratic right to represent their people in the legislature. He said that the delimitation of constituencies were last held in 1995 when the seats were raised from 75 to 87 in the Legislative Assembly of erstwhile State. The JKSAC strongly resented then and raised their voice at that time. But due to negative mindset of both and the State and Central Govt having certain political considerations in mind and moreover, having no political support, the DPs voice was not heard and the 24 seats were captivated again and the DPs were deprived of their legitimate constitutional right.
He further said that after the historical abrogation of article 370 and 35A it was expected that some provision would be made in the reorganization act to accommodate DPs aspirations and accordingly this issues alongwith other settlement issues would be taken care of. But unfortunately nothing happened as such and instead only seven seats were increased and DPs were deprived again and made to wait for another 20 or 30 years till next Delimitation Commission is announced or PoK is liberated as asserted.
Singh said that 26 years have passed when the GoI in 1994 through a unanimous resolution passed in parliament asserted it’s claim and right over PoK, but unfortunately that remained confined to the official files and no follow-up action taken-neither diplomatic nor militarily. He said that this national resolve to liberate PoK has been again reiterated by national leaders of BJP in the Govt.
