Rescinding orders alone not enough

How can Director Agriculture Jammu, allegedly in league with certain employees of the Directorate, issue series of “orders” in respect of transfers, postings and promotions by conspicuously violating Rules and Regulations? When these acts were not in the domain of his powers , official cum discretionary, how could he indulge in such activities which has been taken “seriously ” by the Government and the same have been rescinded forthwith. Such orders were issued by him during the brief period of five days between March 5 and March 9 and that too not unknowingly.
There is one recourse , if such decisions are taken in extreme administrative exigencies, that the action is required to be got confirmed by the highest designated authority in the Government and nothing of that sort , ie; getting approval or post action sanction has been taken. It is further reported that these five days were purposely and knowingly chosen since the Director knew that the Secretary to Government Agricultural Production Department was out of station. To make things worse and to get enveloped in an air of suspicion , “immediate effect” was given to these transfers, postings and promotions. It was done as if the otherwise performing and shining Directorate’s work would come to a screeching halt. The decision, the manner and the purpose appears to be to introduce a leather currency or to stretch temporary authority to the “limit”. We would urge the Government to take suitable action against the erring officer as a future deterrent.
