Refund fees to students withdrawing admission

Why should the Government Degree Colleges affiliated to Jammu University refuse to refund the fees to those students who have chosen to withdraw their admission and decided to study in other institutions? This goes against the principles of natural justice and holding consideration for no basis whatsoever.
The moot question is as to how these educational institutions could afford to disregard the guidelines of the Supreme Court and the University Grants Commission (UGC) and base their adamancy on the premise of some outdated circular of State Higher Education Department. The principle of natural justice otherwise warrants and enjoins upon the concerned authorities to interpret the rule and the procedures to the benefit of the prospective beneficiary rather than the obverse of that. When Cluster University Jammu was refunding the admission fees of such students, why not the Government Degree colleges? We hope better discretion prevailed with these colleges to refund forthwith the requisite fees to the concerned students.
